TO, UH, FOUR B PROCLAMATION, RECOGNIZING JUNE 4TH, 2026 THROUGH JULY 4TH, 2026 IS CREPE MYRTLE MONTH, AND I WILL READ THE PROCLAMATION.WHEREAS THE 75TH TEXAS STATE LEGISLATURE AND HOUSE CONCURRENT RESOLUTION NUMBER 14, NAMED THE CITY OF WAXAHATCHEE, THE CREPE MYRTLE CAPITAL OF TEXAS.
AND WHEREAS THIS RESOLUTION WAS PASSED IN 1997, AFTER THE CREEK MYRTLE COUNCIL SPENT MANY HOURS IN AUSTIN PROVING THEIR CASE FOR THIS DESIGNATION, WHEREAS REPRESENTATIVE JIM PITTS AND SENATOR JANE NELSON WERE LEADERS IN THE LEGISLATURE IN THIS ENDEAVOR.
WHEREAS THE CRATE MYRTLE COUNCIL, THE CHAMBER OF COMMERCE, THE CONVENTION AND VISITORS BUREAU AND LOCAL BUSINESSES HAVE SPONSORED A CRATE MYRTLE FESTIVAL IN JULY EVERY YEAR SINCE 1998 WITH A CONCERT AT THE WAXAHATCHEE SPORTS COMPLEX AND A SPECTACULAR FIREWORKS DISPLAY THAT WE ALL LOVE ON JULY 3RD.
AND WHEREAS THE PARADE HAS BEEN HELD ON JULY 4TH EVERY YEAR SINCE 1998 THROUGH DOWNTOWN WAXAHATCHEE TO HONOR OUR COUNTRY AND THE CREPE MYRTLE TREE, WHICH IS BEAUTIFUL AND IN FULL BLOOM AT THIS TIME OF YEAR, AS WELL AS HONORING THE CRATE MYRTLE QUEEN, WHO REPRESENTS THE CRATE MYRTLE CITY.
AND WHEREAS IT'S IMPORTANT TO CONTINUE SHOWING OUR CITY'S SUPPORT FOR THE TITLE WE SO PROUDLY CARRY AS THE CRATE MYRTLE CAPITAL OF TEXAS.

BETWEEN AVALON AND BARDWELL, WE ARE IN AN AREA THAT IS POPULAR FOR PEOPLE OF THE SURROUNDING CITIES TO COME AND DUMP THEIR UNWANTED ANIMALS, ESPECIALLY DOGS.
WE FIND DOGS EITHER ON OUR FARM ROADS OR THEY WANDER UP TO OUR PROPERTIES.
MOST ARE STARVING AND ARE SKIN AND BONES SCARED AND CONFUSED ON WHY THEIR HUMANS HAVE LEFT THEM THERE.
ALL THEY WANT IS A KIND SOUL TO HELP THEM.
OUR FAMILY GETS ABOUT A, A DOG A MONTH THAT WE ARE FORCED TO DEAL WITH.
THREE OF THESE RESCUES WE HAVE KEPT AND THEY'RE PART OF THE SEVEN DOGS WE OWN AND CURRENTLY HAVE AN EIGHTH DOG.
WE ARE FOSTERING AND WE RESCUED A COUPLE WEEKS AGO AND HOPE TO FIND HER A HOME.
ELLIS COUNTY IS THE EIGHTH FASTEST GROWING COUNTY IN TEXAS AND THE 15TH FASTEST GROWING IN THE UNITED STATES.
THIS IS A BIT TERRIFYING TO ME.
WE ARE ALREADY DEALING WITH AN OVERWHELMING ISSUE OF ABANDONED ANIMALS AND NO ANIMAL SHELTER IN ELLIS COUNTY, IN CITIES THAT DO HAVE SHELTERS I DON'T LIVE IN.
SO I CAN'T TAKE DUMPED ANIMALS THAT I GET THERE.
SO OUR ONLY HOPE IS FOR ELLIS COUNTY TO STEP UP AND PROVIDE SOMETHING.
THEREFORE, I'M EXTREMELY ENCOURAGED TO HEAR THAT WAXAHATCHEE AND ELLIS COUNTY ARE COLLABORATING AND DOING A FEASIBILITY STUDY TO LOOK AT BUILDING AN ADEQUATE ANIMAL SHELTER FOR THE AREA AND ITS FUTURE GROWTH.
I ALSO FEEL IF AN ADEQUATE, ADEQUATE SHELTER IS PROVIDED, IT WOULD HELP FREE UP OUR RESCUES AND BE ABLE TO HELP WITH ANIMALS THAT ARE SURRENDERED, WHICH IS A MUCH MORE RESPONSIBLE OPTION FOR PEOPLE WHO CAN NO LONGER CARE FOR THEIR ANIMALS.
AND THIS WOULD DECREASE PEOPLE'S DESPERATE MEASURES OF DUMPING THEIR ANIMALS.

THERE ARE PEOPLE THAT ARE OUT THERE JUST INHUMANELY DUMPING ANIMALS WITH NO CARE WHATSOEVER AND IS LEAVING THE BURDEN TO US CITIZENS OF ELLIS COUNTY, EITHER TO HELP THOSE ANIMALS OR LET 'EM GET EATEN BY COYOTES, SHOT BY FARMERS STARVED TO DEATH.
SO I I WOULD LIKE TO AGREE WITH HER SAYING WE REALLY APPRECIATE Y'ALL LOOKING INTO THIS.
IT IS A NEED THAT ELLIS COUNTY HAS TO LOOK INTO.
UH, THERE ARE PEOPLE MOVING IN HERE QUICKER THAN WE CAN BUILD SCHOOLS AND THEY BRING THEIR ANIMALS, THEN THEY REALIZE THE HOA WON'T LET THOSE ANIMALS BE THERE.
SO WHAT DO THEY DO? THEY TAKE 'EM OUT TO THE COUNTY SOUTH OF 34 AND LET 'EM GO.
WE HAVE TO BE THE, THE BURDEN OF THOSE ANIMALS.
AND IT'S HEARTBREAKING TO HAVE A STARVING DOG COME UP AND YOU HAVE TO MAKE THE DECISION.
DO WE RUN HIM OFF OR DO WE TRY TO FEED HIM? GRANTED, IT'S NOT YOUR PROBLEM, BUT IT'S ALL OF OUR PROBLEMS. AND I WOULD JUST, I, I DO APPRECIATE Y'ALL LOOKING INTO THIS.

LAW ENFORCEMENT IS RESPONDING TO CALLS.
VETERINARIANS ARE ABSORBING EMERGENCIES AND VOLUNTEERS ARE CARRYING RESPONSIBILITIES THAT EXCEED THEIR RESOURCES.
ELLIS COUNTY IS ONE OF THE FASTEST GROWING COUNTIES IN TEXAS, BUT OUR ANIMAL SHELTERING INFRASTRUCTURE HAS NOT KEPT PACE WITH THAT GROWTH.
RESIDENTS INCREASINGLY ENCOUNTER LOOSE, ABANDONED AND INJURED ANIMALS AND NEIGHBORHOODS, PARKS, SCHOOL ZONES, AND ALONG COUNTY ROADWAYS.
ANIMAL RELATED TRAFFIC ACCIDENTS, DOG BITES, ATTACKS ON PETS AND LIVESTOCK AND PUBLIC SAFETY CONCERNS INCREASE WHEN THERE IS NO PLACE TO SAFELY HOUSE ANIMALS.
WE ARE NOT DISCUSSING A FUTURE PROBLEM.
WE ARE DISCUSSING A PROBLEM THAT EXISTS TODAY THROUGHOUT ELLIS COUNTY.
FAMILIES WHO WANT TO HELP OFTEN DISCOVER THERE IS NOWHERE TO TAKE A STRAY OR ABANDONED ANIMAL.
VOLUNTEERS, RESCUE GROUP GROUPS AND CONCERNED RESIDENTS ARE CARRYING RESPONSIBILITIES THAT EXCEED WHAT VOLUNTEERS ALONE CAN SUSTAIN.
THE PET COALITION OF ELLIS COUNTY HAS DISTRIBUTED THOUSANDS OF POUNDS OF PET FOOD, ASSISTED HUNDREDS OF FAMILIES AND ANIMALS IN CRISIS SUPPORTED MEDICAL CARE, AND WORKED TO PREVENT ABANDONMENT AND SURRENDER FOR VICTIMS OF DOMESTIC O UH, VIOLENCE.
CONCERNED FOR THE SAFETY OF A BELOVED

OUR VOLUNTEERS, THEY CAN'T FOSTER EVERY ADOPT ABANDONED ANIMAL.
OUR RESCUE ORGANIZATIONS, THEY CAN'T SAVE EVERY ABANDONED ANIMAL.
THAT'S WHY CAPACITY MATTERS, BECAUSE COMPASSION ALONE DOESN'T CREATE KENNEL SPACE.
IT DOESN'T HELP OUR ANIMAL CONTROL OFFICERS WHEN THERE IS NO SPACE TO GO.
THEIR COMPASSION IS LIMITLESS, THEIR CAPACITY IS NOT.
NOW I REALIZE YOU HAVE COMPETING PRIORITIES.
BUT ANIMAL SERVICES, IT'S NOT A SIDE ISSUE.
IT'S A QUALITY OF LIFE ISSUE, AND I BELIEVE IT'S A REFLECTION OF OUR VALUES.

'CAUSE THERE IS NOT ONE IN ELLIS COUNTY THAT SERVES THE WHOLE COUNTY.
AND THEN WHEN I HEARD ABOUT THIS, I THOUGHT ABOUT THIS VERY UNIQUE SITUATION THAT MY WIFE AND I HAD JUST RECENTLY, THAT WAXAHATCHEE RESIDENTS SHOULD CONSIDER.
WE WERE TRAVELING UP 8 77, NOT TOO FAR FROM THE SHELTER, AND IT WAS RAINING AND THERE WAS THIS BEAUTIFUL HUSKY OUT THERE, LITTLE ONE AND SOMEONE HAD DUMPED HIM.
I, I KNOW THAT 'CAUSE UH, YOU COULD SEE THE WAY HE WAS RUNNING UP TO ALL THE CARS THAT WERE GOING DOWN THE ROAD.
WE WERE TERRIFIED THAT HE WAS GONNA GET HIT.
UM, THERE WAS NO ONE THERE TO AT THE SHELTER THAT COULD TAKE HIM IN.

NOW I'M A PRETTY PERSISTENT PERSON.UM, MAYBE ANNOYINGLY SO SOMETIMES, BUT I MANAGED TO CONVINCE THE POLICE DEPARTMENT TO GET ACCESS TO THE BUILDING AND WE GOT THE DOG SAFE.
AND THEN I THOUGHT WHEN YOU WERE TALKING ABOUT THIS FEASIBILITY STUDY, I THOUGHT, MAN, WHAT IF YOU GUYS HOOKED UP WITH THE COUNTY SOMEHOW? AND THEN NOT ONLY THE COUNTY COULD BENEFIT, BUT YOU GUYS MIGHT BENEFIT FROM HAVING SOME MORE COUNTY RESOURCES TO MAKE EVEN A BIGGER SHELTER THAT YOU COULD TAKE MORE DOGS AND HELP OUT THE PEOPLE HERE IN W TE HECHE.

UM, BUT AS OF THIS WEEK, WE HAVE HAD FIVE DOGS DUMPED AT OUR IN US DOG PARK.
THAT'S AN ISSUE BECAUSE WE DON'T KNOW WHAT THEY HAVE.
WE DON'T KNOW IF THEY'VE RECEIVED MEDICAL CARE.
IT ALSO PUTS THOSE THAT LOVE TO GO TO THE DOG PARK.
IT PUTS ALL THEIR ANIMALS AT RISK.

I SIMPLY SAID, I RAN TO THE END OF MY DRIVEWAY AND SAID, WHERE DID THE DOG START FOLLOWING YOU FROM? HE SAID, TWO HOUSES DOWN.
SO LUCKILY I JUST HAD A SHOWER AND HAD MY CLOTHES ON AND NOT A HOUSE COAT BECAUSE THAT'S WHAT EVERYBODY SEES ME IN, IS MY HOUSE COAT.

UM, THE BOND PORTION OF THE CIP INCLUDES 11 PROJECTS AT 69 MILLION.
UH, THESE ARE, UH, TWO STREET PROJECTS, UM, TWO LARGE FACILITY PROJECTS INCLUDING, UM, UH, THE, UM, THE RENOVATION OF THE, UH, COMERICA BUILDING FOR, UM, CITY ADMIN AND FIRE ADMIN, UH, PERSONNEL, AS WELL AS RELOCATING FIRE.
UM, AND THEN ADDITIONALLY TO THAT, IT INCLUDES A NUMBER OF WATER AND WASTEWATER PROJECTS.
THE, UH, THE GENERAL PROJECTS THAT I MENTIONED, THE, UH, TWO STRAIGHT PROJECTS AND TWO FACILITY PROJECTS ARE ACCOUNTED FOR IN OUR BUDGET PROJECTIONS AND WILL NOT REQUIRE AN INCREASE TO THE TAX RATE.

ONE OF THE IMPORTANT THINGS STRESSED IN THE EMERGENCY OPERATIONS PLAN IS PUBLIC INFORMATION AND HOW WE GET INFORMATION OUT TO THE PUBLIC AND WARNING AND, UH, ALL OF OUR TEMPLATES FOR WARNING AND ALL OF OUR PROCEDURES FOR WARNING AND COMMUNICATING WITH THE PUBLIC IN A DISASTER.
AND THEN ALSO PLAN MAINTENANCE.

UH, IT DOES IMPACT THE CITY'S BOND RATING.
SO EVERY YEAR WHEN, WHEN FINANCE DOES BOND RATING, THEY ASK, DO WE HAVE A PLAN? BECAUSE IT SAYS THE CITY IS PREPARED AND RESILIENT, AND SO IT INCREASES YOUR BOND RATING.
