IT'S MY HONOR AND PRIVILEGE TO BE ENTERED ABLE TO INTRODUCE MY CHOICE FOR COUNCILPERSON OF THE MONTH, WHICH IS MR. WENDELL PAUL COOK.
MR. COOK WAS BORN ON OCTOBER 15TH, 1928, ON A FARM IN ELLIS COUNTY TO BF AND UNO COOK.
HE WAS THE FIFTH OF 12 CHILDREN IN A FAMILY, DEEP ROOTED IN THE AREA WITH SIX GENERATIONS CALLING ELLIS COUNTY HOME IN 1944.
WENDELL AND HIS BROTHER BILLY JOE COOK, FORMED THE COOK BROTHERS BLUEGRASS BAND, ONE OF THE EARLIEST AND ORIGINAL BLUEGRASS BANDS IN THE STATE OF TEXAS.
OVER THE YEARS, THE GROUP BECAME A TRUE FAMILY TRADITION WITH COUSINS, UNCLES, AND NEPHEWS JOINING THE BROTHERS FOR DECADES OF PERFORMANCES.
TOGETHER, THEY PERFORMED FOR OVER EIGHT DECADES, CONTINUING UNTIL BILLY JOE'S PASSING IN 2024.
THE BAND PLAYED COUNTLESS BLUEGRASS FESTIVALS OR NUMEROUS AWARDS, AND WERE EVEN INVITED TO PERFORM ON A HO SHOW HOSTED BY THE FATHER OF BLUEGRASS BILL MONROE.
IN THEIR EARLY YEARS, WENDELL AND THE BAND PERFORMED ON KERA AND WFAA, HELPING INTRODUCE BLUEGRASS MUSIC TO WIDER AUDIENCES.
WENDELL'S LOVE FOR MUSIC HAS CONTINUED INTO RECENT YEARS IN BOTH 2024 AND AGAIN IN 2025 BY POPULAR DEMAND.
HE APPEARED ON KBEC AND PERFORMED AT THE HISTORIC TEXAS THEATER, SHARING HIS LIFELONG PASSION WITH NEW GENERATIONS BEYOND MUSIC.
WENDELL BEGAN HIS WORKING LIFE AS A FARMER AND ENNI, AND IN HIS EARLY YEARS BEFORE SETTLING IN WAXAHATCHEE TO BUILD HIS CAREER, HE MARRIED MARVA ATKINSON ATKINSON IN 1954, AND TOGETHER THEY RAISED FOUR DAUGHTERS AND HAVE NOW BEEN MARRIED IN AN INCREDIBLE 72 YEARS.

HIS WORK HELPED SHAPE THE INFRASTRUCTURE OF ELLIS COUNTY FOR DECADES TO COME.

OVER THE LAST COUPLE OF YEARS, WE'VE SEEN A DRAMATIC PRO PROGRESSION IN THE IMPACTS THEY'VE MADE ON OUR COMMUNITY THROUGH THEIR EDUCATION INITIATIVES, CLEANUP EFFORTS, PUBLIC OUTREACH AND RECOGNITION, AND COMMUNITY SERVICE PROJECTS.
THIS WORK HAD BEEN RECOGNIZED AT THE STATE LEVEL BY THE RECOGNITION OF OUR VOLUNTEERS BY THE TEXAS RECREATION AND PARK SOCIETY, AS WELL AS THE ENTIRE ORGANIZATION BEING RECENTLY RECOGNIZED AS A GOLD STAR AFFILIATE BY KEEP TEXAS BEAUTIFUL ON THE LOCAL LEVEL.
THIS MONTH, KWB HAS ORGANIZED A SPRING CLEANUP AND DUMPSTER DAYS, WHICH WILL BOTH TAKE PLACE ON SATURDAY, APRIL 25TH.
I'D LIKE TO ENCOURAGE EVERYONE TO COME OUT AND PARTICIPATE SO YOU CAN SEE FIRSTHAND THE IMPACT THIS GROUP HAS ON OUR COMMUNITY.
DUMPSTER DAYS WILL BE HELD AT THE PARKING LOT OF COLEMAN JUNIOR HIGH AT 2 75 INDIAN DRIVE FROM 8:00 AM UNTIL NOON.

THE REASON I'M HERE IS BECAUSE THIS WEEKEND SOMEONE FROM THE CITY OF WAXAHATCHEE HAD TO PERFORM A CLEAN OUT AT A SEWAGE OPENING AT THE EASEMENT BEHIND THE FENCE AT MY DAUGHTER'S HOUSE.
THEY WERE UNABLE TO USE THEIR TOILET OR THEIR BATHTUB UNTIL THE CLEAN OUT WAS PROCESSED BY THE CITY.
'CAUSE THERE WAS GONNA BE BACKUP SEWAGE IN THE HOUSE INSTEAD.
SO, SO PLEASE ADVISE HOW THIS CAN BECOME A PERMANENT FIX INSTEAD OF A TEMPORARY FIX THAT IS MAKING MY GRANDKIDS FEEL SICK.
THE EASEMENT IS SIMPLE TO GET TO AND IS CLOSE TO AN ABOVE GROUND MANHOLE OVER THERE.
YOU KNOW WHERE ALL THOSE BIG MANHOLES ARE? YEAH.
UM, THE TREE AT THAT LOCATION IS ALSO SO OVERGROWN THAT'S GROWN AROUND THE ELECTRIC POLE THAT IS ON THE EDGE OF THEIR PROPERTY.

SO THEY DIDN'T DO A BIG CLEAN OUT AND THEY DIDN'T GO FROM WHERE THE CITY HAS TO BLOW THINGS OUT OF TO WHERE THE MANHOLE IS.
SO THAT PART THERE IS, IT COULD BE BLOCKED, IT COULD STILL HAVE OLD SOCKS IN IT WHEN PEOPLE WERE FLUSHING STUFF BACK IN 2020 'CAUSE IT DIDN'T HAVE TOILET PAPER.

THEY HAVE AGREED AS PART OF THE DEVELOPMENT AGREEMENT AND THE PLAN DEVELOPMENT DISTRICT TO BUILD, UM, AS AN AMENITY A TRAIL THROUGH THEIR PROPERTY THAT WILL CONNECT TO OUR, UM, LARGER TRAIL THAT CONNECTS TO OUR EXISTING CITY PARK.
UH, WHEN THIS WENT BEFORE THE PLANE ZONING COMMISSION, THE PLANE ZONING COMMISSION DID RECOMMEND APPROVAL OF THE PROPOSED REQUEST.
I ONCE GONNA, I DO WANNA STATE THAT IF IT WASN'T FOR THE PARKING VARIATION, THAT'S THE MAJOR CHANGE, THEY WOULD BE ABLE TO DO THIS BY RIGHT IN THE, IN THE PREVIOUS PD ORDINANCE.

AND WE HAD OUR GENTLEMAN FROM THE FIRE DEPARTMENT, THE GENTLEMAN FROM THE POLICE DEPARTMENT THAT WERE THE OFFICERS OF THE YEAR.
CONGRATULATIONS TO THOSE GUYS.
AND THEN I ALSO WANNA BRING UP, JUST TO LET YOU KNOW, THE ROTARY CLUB OF WAXAHATCHEE IS BRINGING UP, UM, CARRY THE LOAD IN MAY AND BRINGING IT TO ELLIS COUNTY, WHICH IS WHERE YOU HONOR VETERANS AND, AND PEOPLE THAT HAVE DIED IN OUR SERVICE OF OUR COUNTRY.
AND WE'D REALLY APPRECIATE YOU PARTICIPATING IN THAT.
AND I BELIEVE IT'S ON THE 23RD OF MAY.

BUT THE AMOUNT OF WORK THAT I'VE WITNESSED THEM PUT IN, UH, ON SUCH THINGS AS AN APPLICATION AND A PROCESS OR ALL THE, THE, THE ORGANIZING AS IT RELATES TO KBS, UH, UH, EFFORTS TO BEAUTIFY THE CITY OF WAXAHATCHEE.
I JUST WANT TO THANK THEM FROM THE BOTTOM OF MY HEART.

UH, ALL OF OUR DEPARTMENTS, INCLUDING OUR FIRST RESPONDERS.
