UM, AND WE REALLY JUST WANT TO RECOMMEND AND ENCOURAGE YOU GUYS AS OVER THE COMING WEEKS, YOUR LOOKING INTO LIONS PARK AND KIND OF THE AMENITIES THAT WILL BE INCLUDED THERE TO VERY SERIOUSLY CONSIDER ADDING A SKATE PARK TO LIONS PARK.
UM, IT'S BEEN SOMETHING THAT'S BEEN REQUESTED TO THE CITY FOR OVER 15 YEARS.
UM, DURING THAT TIME THERE'S BEEN MULTIPLE GROUPS THAT HAVE TRIED TO GET THE CITY TO BUILD A SKATE PARK, AND SO FAR IT HASN'T HAPPENED.
UM, AND WHEN WE RAN A PETITION LAST, UH, YEAR, WE GOT, UM, BIG RESPONSE AND LOTS OF COMMENTS AND, AND PEOPLE THAT WERE VERY MUCH EXCITED BY THE IDEA.
SOME PEOPLE THAT WERE FRUSTRATED THAT IT HASN'T HAPPENED ALREADY.
UM, AND SO WE REALLY THINK THAT THIS COULD BE A GREAT OPPORTUNITY TO ADD IT IN LANCES PARK.
THERE'S PARKING ALREADY, THERE'S BATHROOMS ALREADY.
IT'S ON THE SAME LOCATION WITH, YOU KNOW, PLAYGROUNDS AND OTHER PLACES WHERE FAMILIES MIGHT, YOU KNOW, YOUNG KIDS MIGHT WANNA GO TO THE PLAYGROUND.

THEY CAN BE USED BY SKATE SKATERS, BMX RIDERS, MOUNTAIN BIKERS, UH, SCOOTERS, INLINE SKATE, AND UH, AND QUAD SKATE EVEN.
THERE'S EVEN, UH, SPECIALIZED WHEELCHAIRS THAT CAN, CAN BE USED ON THOSE FACILITIES.
SO, UM, THEY'RE REALLY A GREAT PLACE FOR ALL AGES.
AND, UM, AND IF YOU'VE NEVER BEEN TO A SKATE PARK, YOU DON'T HANG AROUND THEM MUCH.
YOU MIGHT NOT REALLY BE AWARE HOW, HOW AWESOME THEY ARE, BUT I WOULD ENCOURAGE YOU MAYBE TAKE SOME TIME AND CHECK OUT SOME OF THE ONES AROUND DFW.
A GREAT ONE IS VANDER GRIFF PARK IN ARLINGTON OR UM, IN GARLAND HAS A REALLY GREAT SKATE PARK, AND THEY'RE VERY BELOVED.
THEY'RE USED THROUGHOUT THE WHOLE YEAR, PRETTY MUCH ANY TIME OF THE DAY.
SOMEONE'S SKATING THERE, THE EVENINGS, THE WEEKENDS, THEY GET VERY BUSY.
AND SO I DON'T THINK YOU GUYS WOULD REGRET BUILDING ON IN WA UH, IN WAXAHATCHEE.
SO YEAH, WE JUST ASK THAT YOU REALLY SERIOUSLY CONSIDER THAT AS YOU'RE KIND OF GOING TO LYS PARK, UM, AND KIND OF CONSIDERING THE OTHER PARK PROJECTS.

UM, I A LOT OF FAMILIAR FACES, BUT I'M, I'M HERE TODAY SPECIFICALLY FOR THE WAXAHATCHEE SKATE PARK INITIATIVE.
UM, WE ARE VERY INTERESTED IN TRYING TO PUT OUR PRESENTATION BACK ON, UM, FOR THE PARKS BOARD, AND WE HAVEN'T REALLY BEEN ABLE TO DO THAT.
THE LAST COUPLE OF PARKS, BOARDS, THE THE MEETINGS JUST HAVEN'T MADE QUORUM, SO WE HAVEN'T, UM, HAD A PLACE TO DO THAT.
BUT TO KIND OF, UM, YOU KNOW, DOVETAIL A LITTLE BIT ON WHAT DOMINIC BROUGHT UP, UM, NOT ONLY IS IT A GROWING SPORT, BUT I MEAN, IF YOU LOOK AT A MAP OF SKATE PARKS IN THIS GENERAL PART OF THE STATE, YOU'LL NOTICE THERE'S A HUGE CRESCENT THAT STARTS OUT WEST, HEADS UP NORTH AND GOES ALL THE WAY OUT TO THE EAST, BUT THERE'S NOTHING TO THE SOUTH.
WE KIND OF HAVE THIS NICE BIG DEAD SPOT IN THERE.
AND IS AS MUCH AS FOR THE CITIZENRY THAT IS EXPRESSED INTEREST IN HAVING THIS HERE, UM, FOR THE, THE AMOUNT OF TIME.
I MEAN, A DECADE AND A HALF WORTH NOW.
UM, MO MOST OF YOU KNOW THAT I'M, I'VE BEEN VERY VOCAL ABOUT, UH, WANTING TO INCREASE TOURISM AND, AND PEOPLE FROM, YOU KNOW, OUT OF, OUT OF OUR CITY TO COME IN AND HAVE REASONS TO SPEND THEIR MONEY HERE.
AND I FEEL LIKE HAVING A SKATE PARK HERE WOULD HELP ACCOMPLISH THAT.
IT WOULD BE A REASON FOR PEOPLE TO COME IN.
AND LIKE I'VE ALWAYS SAID, I DON'T WANT PEOPLE TO EAT AT ANY RESTAURANT.
I WANT 'EM TO EAT AT OUR RESTAURANTS.
I WANT THEM TO GET THEIR GAS HERE.
I WANT THEM TO STOP AND PICK UP THEIR GROCERIES HERE AT OUR STORES.
I'M NOT WORRIED ABOUT THE ECONOMY IN OTHER CITIES.
I'M WORRIED ABOUT THE ECONOMY HERE.
'CAUSE WORD ABOUT OUR ECONOMY HERE IS KIND OF JUST REINVESTING IN OURSELVES.
UM, ALL THAT BEING SAID, UM, THE LIONS PARK WOULD BE A PERFECT PLACE TO PUT THIS THING.
I MEAN, WE'VE SEEN A LIST OF EVERYTHING THAT'S KIND OF SLATED TO GO IN THERE.
UM, AND I FEEL LIKE WE COULD MAKE SOME VERY STRONG ARGUMENTS ABOUT SOME THINGS THAT COULD MAYBE BE REMOVED AND THIS DONE AND INSTEAD.
BUT THE BEAUTY ABOUT INCLUDING IT IS NOW WE DON'T EVER HAVE TO WORRY ABOUT BUILDING A SKATE PARK AND THEN COMING UP WITH SEWAGE WASTE LINES, POWER, PARKING LOT, BATHROOMS, ALL OF THOSE THINGS.
IT'LL ALL JUST KIND OF DOVETAIL INTO THIS OTHER LARGER PROJECT.
UM, IT WOULD BE THE MOST COST EFFECTIVE WAY, I BELIEVE TO DO IT IS, IS THERE HAVE BEEN SOME IDEAS TOSSED AROUND ABOUT OTHER PLACES TO PUT IT, BUT AT THAT POINT WE'RE STARTING OVER FROM SCRATCH AGAIN.
AND IT WOULD REALLY JUST BE A LOT EASIER TO KIND OF ROLL THIS ALL TOGETHER.
BUT I MEAN, AGAIN, IT'S BEEN 15 YEARS AND, AND WE REALLY FEEL LIKE THE TIME IS, IS COMING TO GO.
UH, WE NOTICED THAT IT WAS KIND OF ON EVERYBODY'S PLANS FOR 2026 AND THEN IT KIND OF CAME BACK OFF.
AND THAT MAY BE PARTIALLY OUR FAULT.
WE FELT LIKE WE DIDN'T WANNA BE A NUISANCE, SO WE KIND OF GOT THE BALL ROLLING.

ITEM IS TO CONSIDER THE PROPOSED RESOLUTION OF THE CITY OF WAXAHATCHEE, TEXAS, CONSENTING TO THE ASSIGNMENT OF AGREEMENTS RELATED TO THE DEVELOPMENT OF MYRTLE CREEK MUNICIPAL MANAGEMENT DISTRICT, ONE OF ELLIS COUNTY WITH RELATED PROVISIONS.UH, THE REQUEST BEFORE YOU THIS EVENING IS TO CONSIDER THE APPROVAL OF THE ASSIGNMENT OF THE EXISTING DEVELOPMENT AGREEMENT AND MUNICIPAL MANAGEMENT DISTRICT NUMBER ONE FOR MYRTLE CREEK, UH, WHICH IS THE 1,263 ACRE PORTION OF THE FORMER SADDLEBROOK DEVELOPMENT, UM, WHICH IS NORTH OF 2 87.

UH, A SALE OF THE PROPERTY BY HINES ASSIGNS THE DEVELOPMENT OBLIGATIONS AND RIGHTS TO STARWOOD LAND, WHO IS THEN BOUND TO THE REQUIREMENTS OF THE EXISTING DEVELOPMENT AGREEMENT.
SECTION 8.1 OF THE DEVELOPMENT AGREEMENT REQUIRES THAT THE ASSIGNMENT MUST NOT BE UNREASONABLY WITHHELD CONDITIONED OR DELAYED THROUGH THE SALE OF THE PROPERTY.

I JUST HAVE ONE THING TO TO SAY ABOUT THIS IS THAT WHEN GOING THROUGH THE PRESENTATIONS, IT WAS A BIG PART OF THE PRESENTATION WAS TALKING ABOUT HEINZ AND THEIR EXPERIENCE AND THEIR TRACK RECORD AND, AND, UM, RATHER TROUBLING THAT THIS EARLY ON IT'S BEING MOVED TO SOMEBODY ELSE.
NOTHING WE CAN DO ABOUT IT OTHER THAN NOT APPROVE THIS.

I'M NOT SAYING THAT THAT'S WHAT'S GOING TO HAPPEN HERE, BUT I DON'T LIKE IT, IT DOESN'T SIT WELL WITH ME AT ALL.
UM, AND JUST TO CLARIFY, WE, WE CHOSE TO WRITE INTO THE DEVELOPMENT AGREEMENT THAT THE LAND COULD BE SOLD AND WE HAD TO HONOR THE SALE OF THE LAND.
IS THAT WHAT I'M UNDERSTANDING? I'D HAVE TO DEFER TO LEGAL ON, ON THE ACTUAL TERMINOLOGY OF THAT.
I'D HAVE TO REVIEW IT AND, UH, GET BACK WITH Y'ALL.

WHAT YOU HAVE BEFORE YOU TONIGHT IS A PROPOSED ORDINANCE TO UPDATE OUR HANGAR LEASE RATES AT THE MIDWAY REGION REGIONAL AIRPORT.
THE HANGAR RATES HAVE NOT BEEN EVALUATED IN A FEW YEARS, AND THEREFORE A PROFESSIONAL RATE ANALYSIS WAS CONDUCTED BY AIRPORT AND AVIATION'S APPRAISALS, A FIRM THAT PERFORMS THESE TYPES OF ASSESSMENTS THROUGHOUT TEXAS.
THEY REVIEWED OUR HANGAR SIZES, AMENITIES, AND LEASE RATES, UH, AND COMPARED THEM TO OTHER SIMILAR AIRPORTS IN THE REGION.
BASED ON THE STUDY THEY RECOMMENDED UPDATING OUR MONTHLY LEASE RATES FOR BOTH T HANGERS AND BOX HANGERS.
THE MIDWAY REGIONAL AIRPORT BOARD REVIEWED, UM, THE LEASE RATE INCREASES AND RECOMMENDED BY VOTE OF FOUR TO ONE, UM, FOR APPROVAL ON MARCH 13TH, 2025.
AND STAFF SUPPORTS, UM, THE, THE, THE RATES AS PRESENTED, THE NEW RATES WILL GO INTO EFFECT ON OCTOBER 1ST, 2025, UH, WHICH ALIGNS WITH OUR BUDGET PROCESS AND GIVES US AMPLE TIME TO NOTIFY TENANTS AND ANSWER ANY QUESTIONS THAT THEY HAVE.

UM, WHEN'S THE LAST TIME ANYTHING'S BEEN DONE ON THIS, UH, THE LAST TIME THAT THE, THE RATES WERE, WERE LOOKED AT? I BELIEVE YEAH, IT WAS LIKE WHAT, 2022 OR 2023? I, I WANNA SAY, YEAH, I WAS TRYING TO FIND THE DATE, BUT IT WASN'T, IT WAS JUST A CROSS THE BOARD.
THERE WAS NO RHYME OR REASONING TO IT.
THERE WAS NO INSPECTIONS, THERE WAS NO LOOK AT THE MARKET, NOTHING LIKE THAT.
IT WAS JUST, IT WAS A 10% INCREASE.
WE WE'RE JUST GONNA DO JUST A 10% ACROSS THE BOARD INCREASE.
WHEREAS THIS ONE ACTUALLY LOOKS AT THE DIFFERENT HANGERS AND THE SIZES AND THEIR AMENITIES TO GET A MORE JUSTIFIED RATE ON WHERE, WHERE IT'S COMPARABLE TO THE OTHER AIRPORTS.
WELL, AND I APPRECIATE THAT AND THAT, THAT WHAT NEEDS TO BE DONE, BUT IT COULD GOES TO, GOES TO SHOW THAT THEY WERE WAY BELOW FAIR MARKET VALUE WHEN EVEN WITHIN 10% INCREASE THAT YOU'RE STILL LOOKING AS HIGH AS 34% THE NEED TO BRING IT UP.
WHICH WHEN WE LOOK AT THE, UH, REVENUE FROM THESE TO BE ABLE TO PROVIDE AIRPORT STAFF THE ABILITY TO OPERATE, I THINK THAT THEY'RE BEING HANDCUFFED.
SO I WOULD ENCOURAGE US TO, TO, YOU KNOW, I DON'T KNOW HOW OFTEN, BUT WE CAN'T HAVE THAT.
I'M SURE THAT YOU WOULD'VE PREFERRED TO HAVE AN EXTRA 40 GRAND AROUND TO OPERATE ON.
COUNCILMAN SUITOR? UH, THESE, THESE PARTICULAR INCREASES, UH, I HAD STAFF DO A, UM, A FINANCIAL ON IT ON WHAT THAT WOULD INCREASE IN REVENUES.

AND THEN ALSO, UH, I THINK THERE WAS SOME PART ON THE, UH, THE CEILING OR THE ROOF THAT THEY COULDN'T SEE UNTIL THEY GOT IN THERE AND STARTED DOING SOME, UH, SELECTIVE DEMO THAT THEN EXPOSED IT WHERE THERE IS PAINT THAT'S FLAKING AND FALLING OFF THAT THEY'RE GONNA HAVE TO TAKE OFF, TAKE DOWN FROM THERE AND TAKE THAT OFF.

SO HOW IN THE WORLD ARE WE AT THIS LARGE OF A NUMBER? WHAT HAVE WE CHANGED IN OUR SCOPE THAT'S LEADING TO HAVING TO DO REMEDIATION ON THIS MUCH OF THE HISTORIC BUILDING? BECAUSE IF WE'RE NOT DISTURBING IT, YOU CAN PUT NEW FLOORING OVER THE OLD FLOORING.
AND THAT'S WHY, AND THIS NUMBER IS WHENEVER THEY GOT IN THERE AND STARTED LOOKING AT IT, GOT MORE INFORMATION, THIS NUMBER IS WHAT THEY CONSIDER TO BE THE TOP END NUMBER.
IF THEY HAD TO DO ALL THE REMEDIATION OF EVERYTHING THAT'S IN THERE NOW ONCE THEY GET IN, THEY'RE HOPING THAT THEY DON'T HAVE TO DO THAT.

AND UH, I THINK TONIGHT IS THE, THE APPROVAL TO INCREASE THE RENTAL RATES MIGHT SEEM LIKE A VERY INSIGNIFICANT THING.

AND I WASN'T AWARE OF IT IN THERE AND IT CAUSED MY WHOLE MOUTH TO GET INFECTED.
AND, UH, LUCKILY WE HAVE A GREAT HOSPITAL HERE AND, UH, I DROVE MYSELF OUT ON SATURDAY MORNING AFTER TWO DAYS OF EXCRUCIATING PAIN AND MY TONGUE HAD SWOLLEN, UH, VERY LARGE.
AND, AND I GOT A BIG KNOT UNDER MY, UH, RIGHT SIDE OF MY CHIN AND, UH, STARTED HAVING SOME BREATHING PROBLEMS. BUT I DROVE MYSELF OUT THERE AND THEY IMMEDIATELY ADMITTED ME AND, UM, THEY DID AN ORAL INSPECTION OF MY MOUTH.
AND OF COURSE THEY DIDN'T SEE ANYTHING EITHER, BUT I KNEW SOMETHING WAS GOING.
I HAD STITCHES 'CAUSE I GOT AN INJURY.
THEY, I HAD STITCHES UNDER MY TONGUE ON THE LEFT SIDE, BUT I WAS HAVING SO MUCH PROBLEMS WITH THE RIGHT SIDE, WHICH DIDN'T MAKE SENSE.
UM, SO THEY DID ORDER A CT SCAN AND THE DOCTOR, UH, CAME IN AND ASKED ME IF I HAD GAUZE IN MY MOUTH AND I SAID, NO,
AND HE SAID, ARE YOU SURE? AND I SAID, NO, I, I DON'T.
AND HE SAID, WELL, WHAT, WHAT WOULD YOU SAY IF I TOLD YOU YOU DID
AND, UH, SO THEY HOSPITALIZED ME AND I GOT OUT ABOUT TWO O'CLOCK TODAY AND I SAID, I'VE GOT A MEETING TO RUN, SO Y'ALL NEED TO LET ME OUTTA HERE.
UH, BUT I APPRECIATE, UM, EVERYBODY REACHING OUT, LOT OF LOVE AND, UM, I'M IN DEBT TO EVERYBODY FOR THAT.
