AND AS SOME OF YOU KNOW, I AM THE CO-FOUNDER OF THE NEWLY FORMED NONPROFIT VOLUNTEER ORGANIZATION, THE PET COALITION OF ELLIS COUNTY.

WE ARE VERY EXCITED TO WORK WITH COUNTY AND CITY LEADERS TOWARDS SOLUTIONS FOR THE ABANDONED AND UNWANTED PETS IN OUR COMMUNITIES.

OUR MISSION AND GOAL IS TO REDUCE SHELTER OVERCROWDING AND THE ABANDONMENT OF PETS THROUGH ADVOCACY, EDUCATION, AND AFFORDABLE PREVENTATIVE CARE.

BY UNITING A COMPASSIONATE NETWORK OF LIKE-MINDED PEOPLE WITHIN THE COMMUNITY.

WE HOPE TO UPLIFT THE LIVES OF ANIMALS AND ENSURE ALL PETS GET THE CHANCE TO FIND AND STAY IN A LOVING HOME.

WE ARE SPLIT INTO FIVE DIFFERENT VOLUNTEER TEAMS, COALITION CREWS.

TODAY I WANT TO MENTION THE TEAM.

I CO-LEAD WITH ELLIS COUNTY RESIDENT SHEILA HOOD.

WE LEAD THE ADVOCACY AWARENESS TEAM.

IT IS OUR DREAM AS WELL AS OTHER BOARD MEMBERS, THE COUNTY AND CITY LEADERS SUCH AS WAXAHATCHEE, NSM MIDLOTHIAN COME TO THE TABLE TO DISCUSS THE POSSIBILITY OF COLLABORATING, COLLABORATING ON A ANIMAL SHELTER THAT SERVES ALL OF OUR CITIZENS' NEEDS.

WITH COLLABORATION IN THE VISION OF SMALLER CITIES AND ELLIS COUNTY PARTICIPATING, THERE ARE MANY BENEFITS THAT CAN BE HAD, NOT ONLY TO THE CITIZENS.

THROUGH COMBINED EFFORTS THROUGH, UH, THERE WILL BE COST SAVINGS AND AVOIDANCE FOR OUR ENTIRE COUNTY AND CITIES.

THERE ARE GRANTS AND

I DON'T WANT TO DIMINISH THE NEED FOR A SHELTER, BUT I'M HERE TO TALK ABOUT HOW WE CAN REDUCE THE NUMBER OF ANIMALS THAT EVEN GET TO THE SHELTER.

AND THAT IS THROUGH SPAY AND NEUTER.

IF WE DO NOT START PREVENTING THE ANIMALS, IT IS JUST GONNA CONTINUE TO COMPOUND.

AND I KNOW A LOT OF PEOPLE LIKE TO SAY, OH, IT'S IN ENNIS.

YES, WE HAVE OUR FAIR SHARE OF PROBLEMS. HOWEVER, I STARTED THE SNIPPET IN THE BUD PROJECT IN MY FIRST EVENT WAS SEPTEMBER 30TH, 2024.

UM, FROM THERE TO THE END OF THE YEAR, I, UH, SUBSIDIZED SPAY AND NEUTER $25 FOR DOGS, $10 FOR CATS.

I ATE THE REST THROUGH FUNDRAISING.

I I ATE IT.

I I FUNDRAISED INTO IT.

BUT WE DID 117 ANIMALS IN THREE SHORT MONTHS.

40 OF THOSE ANIMALS WERE FROM WAXAHATCHEE, WHICH REPRESENTED 34%.

25% OF THOSE RESIDENTS WERE ON FINANCIAL AID, AND 35% OF THEM HAD INCOMES LESS THAN $35,000.

WE HAVE A SHORTAGE OF VETERINARIANS ACROSS THE COUNTRY.

WE HAVE A SHORTAGE OF VETERINARIANS IN ELLIS COUNTY.

PEOPLE DO NOT HAVE ACCESS OR CANNOT AFFORD TO GO TO A VET AND PAY THREE OR $400 TO HAVE THEIR LIVESTOCK GUARDIAN DOG.

AND WHEN YOU'RE TALKING ABOUT A ADULT GREAT PYRENEES, IT'S $600.

IT'S VERY, VERY EXPENSIVE.

IF WE ARE GONNA CURB THE ANIMAL POPULATION AND GET THIS UNDER CONTROL, WELL, YES, WE DO NEED A SHELTER.

WE DO NEED A, A POST SOLUTION.

WE HAVE GOT TO GET IN FRONT OF THIS PROBLEM WITH SPAY AND NEUTER AND IT'S, IT'S VERY INEXPENSIVE GUYS.

IT IS ON AVERAGE $79.

UH, IT'S VERY CONCERNING DUE TO THE LACK OF ANOTHER RESOURCE THAT HELPS ELLIS COUNTY CITIZENS WITH UNWANTED, DUMPED AND LOST ANIMALS BAILING OUT.

UM, I'D LIKE TO GO INTO THAT MORE, BUT OF COURSE I ONLY HAVE FIVE MINUTES.

SO I'M GONNA GO INTO TALKING ABOUT WHY WE NEED TNR HERE IN LOXAHATCHEE.

UM, WE HAVE A LOT OF OVERPOPULATED KITTENS AND CATS, UH, FROM 45 TO PAST 35 FROM ALL THE WAY TO LANCASTER, ALL THE WAY PAST, UM, FOREST IN, UH, ITALY.

I'VE WENT TO ALL THESE AREAS AND IT'S ALWAYS THE SAME, JUST PEOPLE THAT ARE HAVING KITTENS AND CATS THAT TRY TO HELP OUT ONE CAT.

AND IT TURNS INTO 20, UH, THAT IN FACT TURNS INTO A PROBLEM WITH SPAY, UH, SPRAYING URINE ALL AROUND THE BUSINESSES DUE TO UNALTERED CATS CAUSING ISSUES FOR THE BUSINESS OWNERS, UH, CAUSING NEIGHBORS TO BE UPSET WITH THE PEOPLE THAT FEED THE CATS.

UM, DECEASED CATS UNDER BUILDINGS DUE TO DISEASE AND INJURIES.

AND THIS CAN A LOT STOP WITH SPAY AND NEUTER.

UH, THERE CAN BE A BEGINNING TO THIS SOLUTION THOUGH IN ELLIS COUNTY WITH HELP, UH, STARTING WITH A HOTLINE, UH, A WEBSITE TO HELP THE CITIZENS TO COME TO, UH, WAXAHATCHEE SAATCHI'S WEBSITE, POSSIBLY ON, UH, ANIMAL CONTROL WEBSITE SAYING WHERE WE CAN GET LOW COST SPAY AND NEUTER CLINICS WHERE THEY'RE LOCATED AT, UH, RENT TRAPS.

UH, EDUCATE THE CITIZENS THAT WHEN THEY TAKE ON FEEDING THESE CATS THAT THEY CAN TURN INTO, YOU KNOW, 20 CATS OR MORE IN A YEAR.

A LOT OF PEOPLE DON'T UNDERSTAND THAT PROBLEM.

UH, AND I THINK THAT EDUCATION WOULD REALLY BE, UH, A STARTING POINT.

MYSELF, I GET COUNTLESS CALLS FOR HELP.

UH, THE LIST OF CITIZENS NEEDING HELP WITH TNR IS USUALLY ABOUT SIX COLONIES OUT.

UH, SO THAT'S ALWAYS A LIST THAT'S ALWAYS FACING ME.

IT'S VERY OVERWHELMING.

I FIND INJURED CATS THAT COST MONEY THAT, UH, SOMETIMES RESCUES WILL HELP.

UH, BUT USUALLY IT'S OUTTA MY OWN POCKET.

UH, I DON'T KNOW IF I'M, HELLO, I GUESS I'M STILL GOING.

UM, SO THAT'S, YOU KNOW, VERY UPSETTING AS WELL FOR ME TO HAVE TO GO INTO MY OWN POCKET.

HE'S A US ARMY VETERAN.

HE JOINED THE ROTARY CLUB OF WAXAHATCHEE IN NOVEMBER OF 1984 WITH A CLASSIFICATION OF CONSTRUCTION MANAGEMENT.

HE SERVED AS ROTARY CLUB DISTRICT DISTRICT 8 58 10 IN ROTARY INTERNATIONAL IN MANY OFFICES.

THIS EXPERIENCE EMBEDDED A DEEP APPRECIATION AND EMPATHY FOR THE POOR MEMBERS OF THE HUMAN FAMILY IN AFRICA IS THE TODAY.

HE'D COME TO THE UNITED STATES TO TRY TO GET HELP BECAUSE THIS LITTLE VILLAGE THAT HE'S TALKING ABOUT IN WESTERN KENYA WAS 60 MILES FROM THE CLOSEST MEDICAL CENTER AND PREGNANT WOMEN WERE HAVING TO GET ON THE BACK OF MOTORCYCLES AND RIDE SIDE SADDLE 60 MILES TO SEE A DOCTOR OR GET ANY KINDA HELP.

HE MENTIONED THAT TO DAVE.

AND DAVE WENT TO KENYA AND STARTED JUST TO GET THEM AN AMBULANCE AND WENT THROUGH OUR ROTARY CLUB AND WENT THROUGH THE WHOLE THING.

AND WE ENDED UP BUYING A, A AMBULANCE FOR THIS, THIS LITTLE COMMUNITY.

WELL THEN WHILE HE WAS OVER THERE, HE TOOK SOMEONE, THEY MADE ME TROLL FROM WAXAHATCHEE WITH HER, WITH HIM.

AND SHE GOT THERE AND THEY HAD NO WAY TO DO SONOGRAMS OR ANYTHING ELSE ON THE PEOPLE.

WELL, SHE GOT THERE AND SHE WAS WITH HIM AND THEY GOT ON FACEBOOK LIVE AND WHILE THEY WERE THERE RAISING ENOUGH MONEY TO BUY A SONOGRAM MACHINE FOR THIS LITTLE COMMUNITY, NOW THEY'RE BUILDING A HOSPITAL IN THE SAME TOWN.

SO DAVE'S DONE A WHOLE LOT.

HE DIDN'T PUT IN HERE THAT WENT TO THAT.

AND THIS IS JUST STUFF HE'S DONE INTERNATIONALLY.

NOT TO MENTION ANY OF THE STUFF, MIRACLE LEAGUE THINGS HERE IN WAXAHATCHEE THAT HE'S BEEN INVOLVED IN.

ONE OF HIS DRIVING INSPIRA INSPIRATIONS IS A QUOTE BY ANN FRANK WHO WROTE HOW WONDERFUL IT IS THAT NOBODY NEEDS WAIT A SINGLE MOMENT BEFORE STARTING TO IMPROVE THE WORLD.

UM, THE RESTAURANT, I, I FORGOT TO MENTION, THEY DO NOT HAVE A END USER YET FOR THAT RESTAURANT.

UM, THEY ARE REQUESTING THAT TO BE AS PART OF THIS ORDINANCE.

UM, THE PROPOSED USE AND PROPOSED LAYOUT OF THIS, UH, MIXED USE DEVELOPMENT, THEY DO MEET OUR PARKING REQUIREMENTS EXCEPT FOR THE ATTACHED GARAGE PARKING REQUIREMENT IS NOT MET.

UM, IN ACCORDANCE WITH OUR CODE AND REGULATIONS, THOUGH IT REQUIRES ALL, UM, MULTI-FAMILY DWELLING DEVELOPMENTS TO HAVE 50% PARKING, UH, BE ATTACHED GARAGE PARKING REQUIREMENTS.

THERE'S A VARIETY OF REASONS WHY THIS WAS NOT DONE AS PART OF THIS DEVELOPMENT.

UM, THE, DURING THIS PROCESS, AS THEY'VE GONE THROUGH THE DESIGN OF THIS MIXED USE DEVELOPMENT, THERE'S MANY THINGS THAT THEY TOOK INTO ACCOUNT OF WHERE THE BUILDINGS WERE GONNA BE LAID OUT AND HOW CAN THEY MAKE THIS MORE OF A PEDESTRIAN ORIENTED DEVELOPMENT OF HOW THEY WANT IT TO BE LAID OUT AND DESIGNED.

UM, HERE'S THE PROPOSED SITE PLAN.

AS YOU CAN SEE, A LOT OF THE PARKING IS HIDDEN BEHIND THE PROPOSED STRUCTURES, AND THIS IS DONE PURPOSELY TO INDUCE AND, UH, UH, ENCOURAGE MORE WALKABILITY.

THE AMENITIES ARE INCLUDED IN THE MULTI-FAMILY DEVELOPMENT, INCLUDE A VARIETY OF AMENITIES.

UH, A LOT OF MULTI-FAMILY, YOU'LL SEE IT LIMITED TO A CLUBHOUSE.

THEY DO HAVE A CLUBHOUSE, BUT THEY'RE INCLUDING PICKLEBALL COURTS AND INCLUDING SWIMMING POOL.

UM, THERE'S OTHER DIFFERENT RECREATIONS.

THERE'S PATHS ALONG THIS TO REALLY ENCOURAGE THAT WALKABILITY THROUGHOUT THIS DEVELOPMENT, UM, AS PART OF THOSE MULTIFAMILY, UH, STRUCTURES.

UH, ANOTHER REASON FOR THOSE, FOR ASKING FOR A, A DEVIATION FROM THE ATTACHED GARAGE, UM, REQUIREMENT IS THAT A LOT OF THE FIRST FLOOR IS GONNA BE A MIXTURE OF RETAIL OFFICE USES.

UH, IT IT'S GONNA BE A TRUE VERTICAL MIXED USE DEVELOPMENT.

UM, WHEN YOU START TAKING THAT BY RE BY USING THIS, UH, BY REQUIRING THE ATTACHED PARKING, THERE'S VARIOUS, UH, GARAGE PARKING.

THERE'S VARIOUS THINGS THAT DO HAPPEN WITH THIS.

UM, WITH THEIR DESIGN.

IT TAKES AWAY FROM THE ARCHITECTURAL STANDARD.

IT TAKES AWAY FROM THE ARCHITECTURAL STYLE THAT THEY HAVE PUT INTO THESE BUILDINGS.

UM, EACH ONE OF THESE BUILDINGS WERE DESIGNED, UM, WHERE THEY'RE LAID OUT TO BE, UH, TO HAVE BETTER FLOW, MORE ARCHITECTURAL, UH, MORE ARCHITECTURAL, UM, ARTICULATION, UH, TOWARDS THE PUBLIC RIGHT OF WAYS.

UH, THEY DID THAT ON PURPOSE.

IF YOU ADD THE GARAGE, UH, THE GRUDGES, IT CREATES A, IT ALMOST FORMS A WALL AROUND AND TAKES AWAY FROM THEIR ARCHITECTURAL DEVELOPMENT AND ALSO DECREASES PEDESTRIAN WALKABILITY.

AND SO THAT'S ONE OF THE MAIN REASONS.

UH, THEY AREN'T, THEY'RE ASKING FOR A DEVIATION FROM THAT REQUIREMENT.

THESE ARE USES THAT THESE PEOPLE WHO LIVE HERE CAN ACTUALLY OCCUPY.

UH, THEY CAN LIVE AND WORK IN THE SAME PLACE.

AND THIS IS WHAT SOMETHING THAT OUR, UH, FUTURE LAND USE PLAN DOES ENCOURAGE THESE TYPES OF DEVELOPMENTS FROM OCCURRING.
