OKAY, THANK YOU, UH, MADAM MAYOR AND MEMBERS OF COUNCIL.

UH, IT IS WITH GREAT PRIDE THAT I COME BEFORE YOU TONIGHT TO ANNOUNCE THAT SIMS LIBRARY HAS BEEN NAMED A WINNER OF THE 2025 NATIONAL MEDAL FOR MUSEUMS AND LIBRARY SERVICES FROM THE INSTITUTE OF THE MUSEUMS AND LIBRARY SERVICES.

THIS NATIONAL MEDAL IS, IS THE NATION'S HIGHEST HONOR THAT WE COULD WIN AS A LIBRARY FOR 121 YEARS.

SIMS LIBRARY HAS EVOLVED AND ADAPTED TO MEET THE CHANGING NEEDS OF OUR COMMUNITY.

SO TO SAY THAT WE ARE PROUD TO BRING THIS HOME TO SATCH IS AN UNDERSTATEMENT.

UM, I'D LIKE TO THANK COUNCILMAN CHRIS WRIGHT.

HE WROTE ONE OF OUR LETTERS WE HAD TO SEND IN.

UM, AND WE HAVE ANOTHER SPECIAL PERSON HERE, UH, MS. AMELIA BEIT.

SHE ALSO WAS ONE OF OUR PATRONS WHO WROTE A WONDERFUL LETTER WHO I'M SURE SEALED THE BILL FOR US WHEN THEY READ IT.

SO ABOUT HOW THE LIBRARY HAS IMPACTED HER AND HER FAMILY.

UM, SORRY, I'M A LITTLE, I'M NEVER NERVOUS WHEN I TALK TO Y'ALL, BUT THIS IS KIND OF, THIS IS KIND OF BIG, SO, UM, TAKE A DEEP BREATH.

UH, NEVER HAVE A PROBLEM TALKING ABOUT THE LIBRARY.

SOMETIMES IT JUST, YOU KNOW, I'M PROUD.

UH, SO JUST TO KEEP IT SHORT, UM, I DO, UM, ALL OF OUR STAFF ARE PRETTY MUCH HERE.

TO WRAP IT UP, I'D JUST LIKE TO SHARE AN EMAIL THAT I RECEIVED TWO WEEKS AGO THAT I FEEL SUMS UP JUST HOW IMPORTANT LIBRARIES ARE AND HOW SPECIAL OURS IS.

THIS MAY MAKE ME EMOTIONAL .

SO I RECEIVED THIS EMAIL OUT OF THE BLUE.

IT'S FROM A GENTLEMAN NAMED, UM, ADRIAN ALEXANDER.

HE WAS THE DEAN OF THE MCFARLAND LIBRARY AT THE UNIVERSITY OF TULSA.

SO HE SAID, DEAR JENNIFER, I READ WITH GREAT

INTEREST AND PRIDE THIS WEEK OF THE RECENT IMLS GRANT TO THE SIMS LIBRARY.

I'M A NATIVE OF WAXAHATCHEE, AND IN WAS INTRODUCED TO THE WORLD OF BOOKS AT SIMS IN THE MID FIFTIES.

THAT EXPERIENCE SPAWNED MY LOVE OF READING AT A YOUNG AGE.

IT PROBABLY HAD SOMETHING TO DO WITH MY EVENTUAL CAREER PATH OF ACADEMIC LIBRARIANSHIP AND SCHOLARLY PUBLISHING AFTER GRAD SCHOOL AT WHAT WAS THEN NORTH TEXAS STATE UNIVERSITY.

I EMBARKED ON A SOMEWHAT CIRCUITOUS PATH IN AND AROUND ACADEMIC LIBRARIES UNTIL I LANDED AT THE UNIVERSITY OF TULSA IN 2007 AS THE FIRST DEAN OF MCFARLAND LIBRARY IN RETIREMENT.

I CONTINUE TO READ AVIDLY AND AM VERY FORTUNATE TO HAVE THE RESOURCES OF BOTH THE OUTSTANDING TULSA CITY COUNTY LIBRARY SYSTEM, BUCK MCFARLAND LIBRARY AT TU AS WELL.

BUT IT ALL STARTED DECADES AGO AT A STORY TIME IN THE SIMS LIBRARY CHILDREN'S DEPARTMENT.

SO WELL DONE FOR THEM, WELL DONE FOR OUR STAFF.

AND, UH, ONCE AGAIN, JUST THANK YOU FOR LETTING US BE HERE TO ANNOUNCE THIS AWARD.

MEMBERS, THANK YOU FOR YOUR TIME.

FOUR YEARS AGO, I STOOD AT THIS PODIUM AND ASKED FOR SOMETHING SIMPLE, PICKLEBALL COURTS.

I SAID THEN THAT THE SPORT WASN'T A FAD, THAT IT BROUGHT PEOPLE OF ALL AGES TOGETHER FOR RECREATION, SOCIAL CONNECTION, AND PLAYING FUN FOUR YEARS LATER.

THAT'S STILL TRUE.

AND WHILE I'M GRATEFUL THAT REAL COURTS ARE FINALLY COMING BEHIND THE YMCA THIS FALL, IT TOOK TIME, GROWTH, PERSISTENCE TO GET THERE.

TODAY I'M HERE FOR A DIFFERENT REISSUE, BUT THE LESSON IS THE SAME.

WAXAHATCHEE IS GROWING AND VAST HOMES, BUSINESSES, FAMILIES ARE ARRIVING AT A PACE THAT HAS ALREADY OUTSTRIPPED THE SMALL TOWN INFRASTRUCTURE WE ONCE RELIED ON.

WE'RE NO LONGER A DISTANT NEIGHBOR OF THE DFW METROPLEX.

WE ARE PART OF IT.

AND WITH THE POPULATION PROJECTIONS RISING FROM 50,000 TO WELL OVER 115,000 IN THE COMING YEARS, WE CANNOT AFFORD TO WAIT UNTIL WE'RE OVERWHELMED BEFORE WE ACT EVERY MORNING AND EVENING.

I 35 IS PROOF THAT THE GROWTH IS ALREADY HERE.

TRAFFIC HAS OUTPACED THE HIGHWAY EXPANSION AND IT WILL ONLY GET WORSE.

THAT'S WHY I'M ASKING THE COUNCIL TO BEGIN THE PROCESS NOW, NOT LATER OF ESTABLISHING PUBLIC TRANSPORTATION THAT CONNECTS WAXAHATCHEE TO DART.

WE ARE JUST 13 MILES FROM GLEN HEIGHTS PARK AND RIDE 13 MILES.

AND WITHOUT CONDUCTING A SINGLE SURVEY, ANYONE CAN SEE THE THOUSANDS OF VEHICLES HEADING TOWARD DALLAS EVERY MORNING.

THE NEED IS OBVIOUS.

THE COST BURDEN ON RESIDENCE IS REAL.

AND THE LONGER WE WAIT, THE HARDER AND MORE EXPENSIVE THE SOLUTION BECOMES.

ONE BUS CAN REMOVE 30 TO 50 CARS FROM THE ROAD.

THAT'S FEWER ACCIDENTS, LESS CONGESTION, LOWER TRANSPORTATION COSTS FOR FAMILIES, AND MORE SUSTAINABLE FUTURE.

FOR A CITY THAT NO LONGER SMALL BY ANY MEASURE, I'M ASKING YOU TO PLEASE DON'T WAIT UNTIL THE PROBLEM IS OUTTA CONTROL.

LET'S PLAN FOR THE POPULATION WE KNOW IS COMING AND NOT THE ONE WE HAD 20 YEARS AGO.

CONNECTING WALKS, HATCHEE TO DART WOULD BE A MASSIVE STEP FORWARD FOR MOBILITY, AFFORDABILITY, AND QUALITY OF LIFE.

EVEN SOMETHING AS SIMPLE AS, UH, THE VAN CONNECTORS.

UM, AS FAR AS THE AUDIT RESULTS ARE CONCERNED, UM, WE, WE ARE, UM, ENGAGED BY COUNSEL TO BE ABLE TO PROVIDE AN OPINION ON THE FINANCIAL STATEMENTS, WHETHER OR NOT THEY ARE MATERIALLY CORRECT.

UM, HAPPY TO SAY THROUGH, UM, A LOT OF TESTING AND COMMUNICATION, UM, HERE AT, WITH, UM, INDIVIDUALS AT THE CITY THAT WE WERE ABLE TO RENDER AN UNMODIFIED OPINION ON THE FINANCIAL STATEMENTS, WHICH IS THE HIGHEST OPINION THAT CAN BE RENDERED AND ALSO KNOWN AS A CLEAN OPINION AMONG MOST INDIVIDUALS AS WELL.

SO CONGRATULATIONS ON RECEIVING, UM, THE HIGHEST, UH, RATING THAT YOU CAN THERE ON THE FINANCIAL STATEMENTS.

SO, GOOD JOB.

AS FAR AS A COUPLE OF, UM, HIGHLIGHTS WITHIN THE REPORT, WE WANNA TALK ABOUT SOME OF THE BALANCE SHEET.

AND, YOU KNOW, IN PARTICULAR FOR THE GENERAL FUND, IF YOU LOOK AT THE BALANCE SHEET, IT'S ON PAGE 16 OF THE HARD COPY.

YOU CAN LOOK AT IT IF YOU WOULD LIKE.

UH, THERE AT THE GENERAL FUND DOES HAVE, UH, A FUND BALANCES OF THAT SNAPSHOT IN TIME, TOTAL FUND BALANCE OF $44 MILLION.

UM, UNASSIGNED FUND BALANCE FOR THE GENERAL FUND WAS ABOUT $35 MILLION AT THE END OF FISCAL YEAR.

AND LOOKING AT THAT AND COMPARING TO EXPENDITURES FOR THE CURRENT YEAR, FOR THE GENERAL FUND, THAT'S ABOUT 45% AN ESTIMATE OF, UM, THE UNASSIGNED FUND BALANCE WHEN COMPARING TO THOSE EXPENSES.

BUT IT'S DEFINITELY IN A GOOD FINANCIAL POSITION, UM, TO, UM, TO BE ABLE TO PAY FOR, UM, THINGS MOVING FORWARD AND HAVE, UM, SOME FUNDS THERE FOR, UM, LOW TIMES AS WELL.

UM, ALSO IF YOU LOOK AT YOUR PROPRIETARY FUNDS, THE WATER AND SEWER FUND, YOU DO HAVE SOME POSITIVE BALANCES THERE.

UM, IF YOU PUT A COUPLE MORE PAGES BACK AND THE BALANCE SHEET FOR THE WATER UTILITY WASTEWATER, THE REFUSES SERVICES AS WELL, ON PAGE 22, YOU CAN SEE THAT ALL THREE CATEGORIES OF NET POSITION, NET INVESTMENT, CAPITAL ASSETS, THE RESTRICTED, UM, PORTION OF NET POSITION BEFORE IMPACT FEES AND THE UNRESTRICTED PORTION, ALL OF THOSE ARE, UM, POSITIVE BALANCES THAT YOU SEE THERE AS WELL.

A LARGE PORTION OF YOUR TOTAL NET POSITION IS TIED UP INTO INFRASTRUCTURE TO BE ABLE TO PROVIDE SERVICES FOR OF THE CITY.

SO OBVIOUSLY THOSE RESOURCES CANNOT BE USED TO PAY FOR, UH, BONDS AND DEBT AND, AND, UM, OPERATIONS OF THESE TYPE OF SERVICES AS WELL.

BUT THAT'S A BRIEF OVERVIEW AND TOUCHING ON, UM, SOME OF THE HIGHLIGHTS WITHIN THE FINANCIAL STATEMENTS, REALLY LOOKING AT, UH, FINANCIAL POSITION AS OF THE SNAPSHOT AND TIME.

AND, UH, SO CONGRATULATIONS ON RECEIVING THE UNMODIFIED OPINION, UM, ON THESE FINANCIAL STATEMENTS AGAIN IN 2025.

WE APPRECIATE IT, BUT IF YOU HAVE QUESTIONS, I'M MORE THAN HAPPY, UM, TO ANSWER THOSE AS WELL.

JUST TO CONFIRM AS WE HAVE IT ON THE RECORD, UM, THIS AUDIT IS, IS, IS NOT A, A DEEP DIVE INTO, UM, HOW, HOW THE FINANCES WERE SPENT.

UM, SO, UM, ACCOUNTING STANDARDS PROVIDE US A CERTAIN FORMAT OF HOW THE INFORMATION NEEDS TO BE PRESENTED, AND THEY'RE ASKING US TO MAKE SURE THAT THIS FI THIS INFORMATION DOES AGREE TO THAT STANDARD WAY OF PRESENTING, UM, A CITY'S FINANCIAL STATEMENTS FOR SURE.

UH, BUT IT IS, YOU KNOW, LOOKING AT, UM, YOU KNOW, EXPENSES AND YOU KNOW, IN PARTICULAR YOU MIGHT HAVE SO MUCH FOR GENERAL GOVERNMENT OR PUBLIC SAFETY, THINGS LIKE THAT AND MAKING SURE THAT THOSE AMOUNTS ARE, UM, YOU KNOW, MATERIALLY CORRECT FOR SURE, BUT NOT LOOKING AT EACH AND EVERY DOLLAR, THINGS LIKE THAT.

UM, AND THE SUPPLEMENTAL APPROPRIATION IS $90,000 $90,765, UH, FROM A RECENT WIND, UH, HIGH WINDS, UH, THE EDGE TRIM OF THE ROOF AT SOCAL PLANT.

THE THE ROOF IS A MEMBRANE FILTER BUILDING ROOF THAT IS ALMOST 40,000 SQUARE FOOT ROOF.

UM, THE EDGE TRIM WAS, UH, DAMAGED AND THEN WE FILED A CLAIM WITH TML AND WITH THE TML CAME IN, LOOKED AT IT, AND ALSO WE REACHED OUT TO OTHER VENDORS FOR REPAIR THE QUOTES.

UH, TML, UH, WHEN LOOKED AT IT, THEY AGREED TO THE EDGE STREAM, BUT THE OTHER VENDORS, WHEN THEY CAME IN, THEY LOOKED AT, UM, OTHER DEFICIENCIES.

THE ROOF HAD, THE ROOF IS ALMOST 18 YEARS OLD.

UM, SO THERE WERE SOME DEFICIENCIES THAT NEEDS TO BE ADDRESSED BECAUSE THERE WAS SOME LEAKAGE INTO THE, FROM THE CEILING INTO THE BUILDING.

UM, SO THIS SUPPLEMENT APPROPRIATION IS TO TAKE CARE OF THOSE ROOF ROOF REPAIRS.

AND THE, SO WATER PLANT, UH, IS JOINTLY OWNED, UM, WITH ROCKET AND THE COST IS 50% THE CITY AND 50% FROM ROCKET.

SO IS WASTE CONNECTIONS GOING TO COME PICK UP THE SLUDGE OR ARE WE STILL HAVING TO DELIVER IT? UH, WE HAVE TO DELIVER IT, SIR.

UH, WE'RE LOOKING TO RECONSTRUCT JACKSON STREET BETWEEN MLK AND AND MARVIN AVENUE.

AND SO THIS, THIS PARTICULAR DESIGN PROJECT INCLUDES, UH, PAVEMENT DRAINAGE ESPECIALLY.

THERE'S A LOT OF DRAINAGE ISSUES JUST NORTH OF THE RAILROAD TRACKS.

AND THEN SOME WATER AND SEWER REPLACEMENT AS WELL.

SO WE'VE NEGOTIATED WITH HEWITT ZO AND GOT THEM TO A PRICE THAT WE FEEL IS PRETTY COMPETITIVE AND, UH, WILLING TO ANSWER ANY QUESTIONS YOU MIGHT HAVE.

THAT'S THE AREA THAT'S GONNA REQUIRE THE MOST DRAINAGE IMPROVEMENTS BECAUSE OF THE PONDING AND THE RAIN WATER THAT HAPPENS BECAUSE OF THE RAILROAD TRACKS.

AND SO WE'RE GONNA BE DOING A LOT OF DRAINAGE IMPROVEMENTS THAT AREA.

AND THEN WE'LL EXTEND THE WATER IMPROVEMENTS UNDER THE RAILROAD TRACKS AND THEN UP TO OLDHAM AND IT'LL TIE INTO THE EXISTING, UH, WATER LINES UP IN OLDHAM THAT WERE JUST REPLACED JUST RECENTLY.

AND, UH, THEN WE'LL REPLACE THE PAVEMENT FROM OLDHAM TO MARVIN, UM, EXACTLY HOW IT IS.

THAT'S QUITE A TITLE.

UH, BUT THAT IS ACTUALLY ADMINISTERED BY THE, UM, UH, TEXAS AGRICULTURAL COMMISSION.

AND THEIR INTENTION WITH THESE BLOCK GRANTS IS TYPICALLY FOR BLIGHTED DOWNTOWNS OR DOWNTOWNS THAT NEED, UH, SPECIFIC ATTENTION, RURAL DOWNTOWNS AND SUCH.

BUT BECAUSE WE ARE AN ACCREDITED MAIN STREET PROGRAM, THE TEXAS HISTORICAL COMMISSION THAT OVERSEES THAT ACCREDITATION HAS ADVOCATED ON OUR BEHALF THAT WE SHOULD, AS ACCREDITED DOWNTOWNS ALSO GET SOME BENEFITS FROM THAT MONEY.

UH, SO THIS IS CONSIDERED A SETASIDE PROGRAM FOR MAIN STREET ACCREDITED MAIN STREETS.

UH, THIS SET ASIDE CAN BE UP TO A MILLION DOLLARS GRANT, UH, PROVIDED TO, UM, ANY TYPE OF PROGRAM LIKE, UH, SIDEWALK REPAIRS.

IT MIGHT BE FOR LIGHTING ISSUES, IT MIGHT BE FOR DARK ALLEYWAYS, UH, PROJECTS AND SUCH.

UH, THE MAP ON THE SCREEN THERE IS OUR CURRENT DOWNTOWN, OUR OFFICIAL DOWNTOWN, UH, BOUNDARY.

SO THE PROJECT WOULD HAVE TO BE WITHIN THAT BOUNDARY.

UH, THE REASON I'M COMING TO YOU TONIGHT TO REQUEST A SIGNATURE ON THIS RESOLUTION IS BECAUSE WE HAVE TO HAVE PERMISSION TO SPEND THE FIRST $50,000 AND THAT WILL OPEN UP THE OPPORTUNITY TO HAVE AN ADDITIONAL POTENTIAL UP TO A MILLION DOLLARS ON WHATEVER PROJECT WE CHOOSE.

WE DON'T HAVE TO MAKE THE CHOICE ON THE PROJECT RIGHT NOW.

ALL WE HAVE TO DO IS RAISE OUR HAND AND SAY WE WANT THE MONEY.

UM, THEN THEY WILL SCORE US BASED ON OTHER DOWNTOWNS THAT HAVE RAISED THEIR HAND AS WELL, UM, AND GIVE US AN APPROVAL OR A DENIAL ONCE WE RECEIVE THE APPROVAL.

UH, THEN WE GO THROUGH THE PROCESS OF SELECTING THE PROJECT AND THEY REQUEST THAT WE ACTUALLY GIVE THEM EIGHT TO 10 IDEAS OF VARIOUS PROJECTS THAT WE ARE LOOKING AT DOING IN OUR DOWNTOWN.

UM, AND THEN WORK WITH THEM FROM THERE TO DETERMINE WHICH ONE WOULD, UM, PROBABLY BENEFIT THE MOST BUSINESSES.

PEDESTRIANS, VISITORS, SAFETY, ALL OF THOSE TANKS.

THEY HAVE A BUNCH OF BOXES TO CHECK.

SO, UH, THEY REQUEST THAT WE WORK THROUGH THEM TO PICK THE PROJECT.

SO I CAN ANSWER ANY QUESTIONS THAT YOU HAVE ON THAT.

DO YOU KNOW IF WE RAISE OUR HAND TODAY TO LOCK IN THIS BOUNDARY? UH, WE HAVE TO GIVE THEM THE BOUNDARY THAT WE CONSIDER OUR MAIN STREET PROGRAM.

UM, I THINK WE, WE STARTED ON ONE OF THE EASIER, LESS EXPENSIVE ALLEYS, UH, AS OUR FIRST ALLEY BESIDE, UH, OH GOSH.

UM, UH, I GUESS IT'S IN BETWEEN BIG OWLS AND SUCH THAT WE'VE GOT THAT PROGRAM STARTED.

UH, BUT THERE'S SOME MUCH MORE EXPENSIVE ALLEYS THAT I THINK ARE GONNA BE EVEN MORE IMPRESSIVE.

SO THIS MONEY WOULD BE VERY HELPFUL.

I FROM THE PARKING GARAGE IN TO DOWNTOWN PARKING GARAGE.

AND THEN THE OTHER ONE THAT LOOKS SOUTH, UM, UM, I THINK IT'S AROUND THE, UM, UH, IT'S NOT DOVE'S NEST, BUT IT'S THE, THE NEXT STREET WHEN YOU'RE LOOKING DOWN THAT ALLEY, YOU SEE A, A DIRECT SHOT OF THE COURTHOUSE, WHICH WOULD BE AN AMAZING ALLEYWAY TO CLEAN UP, BUT THERE'S A LOT OF UH, UH, STAIRWELLS AND AC UNITS AND STUFF LIKE THAT, WHICH WOULD MAKE IT A, A MUCH HEFTIER PROJECT.

UH, BUT WHEN WE HAVE SOME FUNDING LIKE THIS, THAT MIGHT BE AN OPPORTUNITY.
