SHE IS OVERSEEING NEARLY ALL ASPECTS OF THE SHELTER AND ANIMAL CONTROL OPERATIONS, UH, WHERE SHE BRINGS REALLY A PRACTICAL UNDERSTANDING OF WHAT IT TAKES TO WORK IN THIS INDUSTRY BECAUSE SHE HAS BEEN PROMOTED FROM ALMOST EVERY POSITION IN THE SHELTER. UH, WHAT THEY ARE REQUESTING TO DO IS TO CHANGE THE ZONING FROM OFFICE TO PLAN DEVELOPMENT, NEIGHBORHOOD SERVICES. THE REASON WHY WE'RE CHANGING TO A PLAN DEVELOPMENT DISTRICT, INSTEAD OF JUST KEEPING AN OFFICE AND EXPANDING THROUGH THAT WAY, IS THERE ARE CERTAIN THINGS THAT THIS DOESN'T FIT YOUR TYPICAL DEVELOPMENT DESIGN, UM, REGULATIONS THAT REALLY IS UNIQUE TO THIS DEVELOPMENT. UM, DUE TO ITS UNIQUE FEATURES, UM, IT REALLY DIDN'T FIT IN THE TYPICAL BUBBLE OF, UM, OF A CLEANING TYPE ZONING, UM, LIKE OFFICE DISTRICT. UM, SO PART OF THIS, UH, SOME, SOME OF THE REQUIREMENTS ARE THAT A LOT OF THESE, AS WE LOOK AT THIS OUTDOOR AMUSEMENT EXPANSION OF THIS FACILITY, IT'S A LARGE EXPANSION. UM, SOME OF THE THINGS THAT THEY'RE PROPOSING TO DO ON IT, UH, FOR EXAMPLE, IS, UM, A CHILD DAYCARE CENTER PLAY FIELD OR A STADIUM PUBLIC AREA SWIMMING POOL, EXPANDED SWIMMING POOL, 21,000 SQUARE FOOT BUILDING ADDITION, 29,000 SQUARE FOOT COVERED AREA, A 2000 SQUARE FOOT TOTAL OUTDOOR ACTIVITY SPACE. UM, WITH THOSE USES, WHEN YOU TIE THOSE USES IN AND GENERALLY APPLY OUR PARKING REQUIREMENTS, IT WOULD EXCEED THE TOTAL NUMBER OF PARKING THAT, UM, THEY'RE, THEY'RE PROVIDING FOR THE SITE. UM, IN ORDER TO PROVIDE ENOUGH PARKING, IT, IT WOULD TAKE ALL THESE NUMBERS QUITE A BIT DOWN IN ORDER TO MEET THAT. UM, AND ALSO FOR THIS TYPE OF USE, IT'S REALLY HARD TO USE OUR TYPICAL ZONING WARRANTS AND OUR PARKING REGULATIONS AND APPLY IT TO A SITUATION LIKE THIS. SO THAT'S ONE OF THE REASONS WHY THEY ARE REQUESTING A PLAN DEVELOPMENT DISTRICT. UM, PART OF THIS, UM, THEY ARE ASKING FOR A ROADWAY IMPACT FEE WAIVER REQUEST. IT'S PART OF THE PLAN DEVELOPMENT APPLICATION. UH, THEY'RE ASKING FOR A HUNDRED PERCENT OF ROADWAY IMPACT FEES TO BE WAIVED, UH, FOR THE EXPANSION PROJECT. UM, TYPICALLY WHEN YOU HAVE A DEVELOPMENT, UH, SUCH AS EXPENSE FOOTPRINT, UH, THESE, YOU, THEY WOULD BE ASSESSED NEW ROADWAY IMPACT FEES. UM, THE APPLICANT IS KNOWN AS YC. THE YMCA IS A NON-PROFIT ORGANIZATION PROVIDING ESSENTIAL SERVICE TO THE COMMUNITY. AND REASONS, UH, THAT THE PUBLIC BENEFIT TO THE PROVIDED SERVICES ARE SUFFICIENT TO THE OFFSET COST OF THE IMPACT FEE ON THE IMPACT ON THE CITY'S ROAD NETWORK. SO, UM, YOU KNOW, AUTO PARTS RETAIL IS ONE PROPOSED TENT WE ARE TALKING WITH AND THINK THEY'LL SIGN UP, UH, IF WE GET THE ZONING APPROVED. I MEAN, WE WOULD BE TYP DOING THE TYPICAL CONSTRUCTION, UH, IMPROVEMENTS FOR THE ROADWAY. AND THAT'S, THAT'S REALLY ABOUT IT. I MEAN, WE CAN, WE CAN WORK WITH THAT OTHER PROPERTY OWNER TO ENSURE THERE ARE NO IMPACTS, BUT I, WE DON'T ANTICIPATE THAT BEING THE CASE. BUT IF IT WAS A PROBLEM IN THE PAST, WE'RE CERTAINLY HAPPY TO WORK WITH THEM. SO IS THE ENTRYWAY CURRENTLY GRAVEL? YES. CURRENTLY GRAVEL. AND WE'LL BE IMPROVING IT WITH CONCRETE. ONCE YOU GET THE SPACE OCCUPIED, HOW MANY PEOPLE ARE YOU THINKING WILL, WILL BE INSIDE THERE AT A TIME? UH, IT, IT REALLY JUST DEPENDS ON THE TENANT GROUPS WE GET. FOR, FOR EXCEL PARTS, IT'S, YOU KNOW, IT'S MAINLY, UH, SORRY, THE AUTO AUTOMOTIVE, UH, USER, UH, PARTS, UH, AUTO PARTS DEALER, OR NOT DEALER, UH, RETAIL, UH, COMPANY WE'RE PUTTING IN THERE. SO THEY'LL HAVE, THEIR SPACE WILL PRIMARILY BE PARTS AND WE'LL HAVE MAYBE A HANDFUL OF EMPLOYEES, UH, DEPENDING ON, YOU KNOW, DEMAND OF, OF HOW, HOW THE STORE IS IS WORKING. UM, THAT ONE HAS A LOWER PARKING RATIO. UH, SO IT WOULD PROBABLY BE A LOT LOWER IMPACT USE, UM, BECAUSE IT'S, YOU KNOW, WE WANT TO, WE DON'T HAVE A FIRM TENANT IN MIND FOR ONE OF THE, FOR YOU CAN LOOK IT ON THERE, BUILDING B, UM, YOU KNOW, IT'S JUST THESE TENANTS THAT ARE ALLOWED UNDER COMMERCIAL ZONING THAT WE'D BE LOOKING TO BRING ON SITE. BUT REALLY BECAUSE IT'S WAREHOUSE BUILDINGS, IT'S NOT GONNA BE A VERY HIGHLY TRAFFICKED SITE. IT'S MORE OF PEOPLE THAT WANT TO HAVE A SPACE TO UTILIZE, UH, THE STORING, STORING OF THEIR MATERIALS SO THEN THEY CAN, YOU KNOW, HAVE EITHER HAVE PEOPLE COME IN TO BUY THEM OR SHIP 'EM OUT FROM, UH, THIS PARTICULAR LOCATION. UM, SO THIS IS THE, UH, PRELIMINARY FOURTH QUARTER FINANCIAL REPORT FOR FISCAL YEAR 2025. UH, IT BEGAN OCTOBER OF 2024 AND WENT RAN THROUGH SEPTEMBER OF, UH, OF 2025. AND THIS IS PRELIMINARY AS WE'RE GOING THROUGH THE, STILL GOING THROUGH THE YEAR END PROCESS. WE'RE GOING THROUGH THE AUDIT PROCESS RIGHT NOW AND PLAN TO BRING THAT BACK TO COUNCIL TO COMPLETE AN AUDIT IN MARCH. SO THIS IS PRELIMINARY, BUT WE FEEL LIKE IT'S, UH, IT PRETTY MUCH WHERE IT NEEDS TO BE. UM, THE REPORT IS IN YOUR PACKET, SO I'LL JUST HIT ON A FEW HIGHLIGHTS. UM, IN SUMMARY, UH, WE ENDED THE FISCAL YEAR IN A POSITIVE, UH, FINANCIAL POSITION. OUR LARGEST REVENUE SOURCE, UH, PROPERTY TAX, UM, CAME IN AS EXPECTED AS, AS DID ALL OF OUR, OUR, UH, OUR REVENUES IN THE CITY'S GENERAL FUND. WE ACTUALLY CAME IN ABOUT 3% OVER WHAT WE HAD ANTICIPATED AT THE YEAR END ESTIMATE. UH, PROPERTY TAX, AS I MENTIONED, CAME IN AS EXPECTED, UH, SALES TAX, UH, COLLECTIONS IN THE GENERAL FUND, A TOTAL 23.4 MILLION. UH, ALL OF OUR BETWEEN WCDC AND, AND THE GENERAL FUND. UH, WE'RE AT ABOUT $31.2 MILLION RIGHT NOW IN SALES TAX, WHICH IS, UH, YOU CAN LOOK BACK OVER THE LAST 10 YEARS AND JUST SEE HOW MUCH IT'S GROWN. UM, WE DID SEE THAT 23.4 MILLION REPRESENTS AN INCREASE OF ABOUT 4% OVER LAST YEAR. UM, NOW BASED ON, UH, IF YOU'LL RECALL, BASED ON WHERE WE WERE TRENDING IN, IN JUNE AND JULY WHEN WE WERE PUTTING TOGETHER THE BUDGET, I REVISED THAT OUR YEAR END ESTIMATE OR OUR YEAR END ESTIMATE, OUR BUDGET WAS AT ABOUT FOUR POINT HALF PERCENT OVER BUDGET. I REVISED THAT DOWN TO 2% BASED ON WHAT WE HAD SEEN, UM, THROUGH, UM, UH, THROUGH ABOUT MAY ACTIVITY. AS YOU KNOW, SALES TAXES IS A, THERE'S A TWO MONTH LAG. UM, BUT IT REALLY PICKED UP STARTING IN JUNE AND JULY, AND PARTICULARLY IN, UH, THE CONSTRUCTION MATERIALS, UH, INDUSTRY. UM, AND YOU'LL SEE THAT ALSO IN THE PERMITTING ACTIVITY. IT ALSO INCREASED QUITE A BIT, UH, AFTER, AFTER JUNE, JULY. WE ALSO, UH, INTERESTINGLY SAW A KIND OF PICK UP IN THE RESTAURANT AND FAST FOOD INDUSTRY AS WELL. SO WE'D END, WE BUDGETED AT FOUR POINT A HALF PERCENT. WE DID A YEAR END ESTIMATE DOWN TO 2%. IT CAME IN AT 4%. SO, UM, ON, UH, SOME OF THE, SOME OF OUR, OUR OTHER MAJOR REVENUE SOURCES, AS I MENTIONED, BUILDING PERMITS, UH, CAME IN, UH, STRONGER THAN WE HAD ANTICIPATED. UH, MOST OF THIS IS GONNA BE IN THE SINGLE FAMILY RESIDENTIAL AREA. JUST TO GIVE YOU AN IDEA, WE WENT FROM ABOUT 600, UM, PERMITS, UH, FOR SINGLE FAMILY IN 2024. AND WE ENDED UP AT ABOUT 865 PERMITS IN 2025. SO YOU CAN SEE THAT GROWTH THERE. UM, WE ALSO SAW, AGAIN, UH, OUR INTEREST INCOME. UH, WE DON'T REALLY LIKE TO BALANCE OUR BUDGET ON THAT, SO WE KIND OF HAVE A MODERATE ESTIMATE THERE. AND THE RATES STILL TENDED TO HANG AROUND THAT, UH, FOUR TO 4.5%, [01:50:01] UH, AREA ON INTEREST RATE. AND SO WE WERE ABLE TO ACHIEVE SOME, UH, INTEREST INCOME THERE AS WELL. I'LL MENTION AS WELL, UH, ON OUR, ON THE EXPENDITURE SIDE, UM, UH, THE TOTAL FOR THE GENERAL FUND CAME OUT TO 66.3 MILLION. IT WAS ABOUT 3% BELOW BUDGET. UH, MOSTLY A LOT OF THAT WAS FROM SALARY SAVINGS ACROSS DEPARTMENTS. UM, SOME, SOME, UH, SOME HIGH LEVEL POSITIONS THAT, UH, UM, HAVE BEEN SINCE FILLED. UM, BUT WE DID HAVE SOME SAVINGS THERE. WE ALSO HAD SOME LEGAL FEES SAVINGS, UH, THAT WE HAD BUDGETED. UM, AND THEN ALSO SOME SAVINGS IN, IN DELAYING. WE HAD, IF YOU RECALL, WHEN WE WERE TALKING ABOUT THE BUDGET, WE HAD SOME, A BUDGET IN THERE FOR SOME, SOME EQUIPMENT AND, UH, FURNITURE FOR THE, UH, CITY, CITY HALL REMODEL WITH THAT DELAY THAT JUST ALL THOSE SAVINGS, UH, FALLS INTO OUR GENERAL FUND FUND BALANCE TO BE USED IN THE FUTURE. BUT WE DID REALIZE SOME SAVINGS THERE FOR, UM, FOR OTHER FUNDS, UH, FOR WATER AND WASTEWATER EXPENSES ARE IN LINE WITH BUDGET. WE DID SEE SOME SAVINGS IN PERSONNEL. WE ALSO SAW SOME SAVINGS IN OUR, UM, UH, CHEMICAL, UM, TREATMENT SUPPLIES. NOW WE GOT OUT TO BID LAST YEAR AND THAT CAME UP, UH, MUCH LOWER THAN, UH, THAN WE WERE ANTICIPATING. UM, AND THEN ALSO I'LL JUST MENTION WCD, THE WCDC FUND, UM, WITHIN BUDGET, SIMILAR TO THE GENERAL FUND SELLS TAXES UP 4% OVER LAST YEAR. WE ALSO SAW, UM, SAW QUITE A BIT OF INCREASED ACTIVITY AT THE SPORTS COMPLEX. UM, AND, YOU KNOW, WE CONTINUE TO SEE THE BENEFITS OF THE TURF AND OTHER IMPROVEMENTS THAT THE FACILITIES WERE ABLE TO HOLD THOSE GAMES AND THOSE TOURNAMENTS. SO THAT'S BEEN A GOOD INVESTMENT. UH, THERE OF COURSE, HOTEL MOTEL TAX FUND, THE TOURISM FUND THAT FUNDS THE, UH, MARKETING OF THE CONVENTION, CONVENTION AND VISITORS BUREAU, UH, ARE IN LINE WITH BUDGET PROJECTIONS AS WELL. SO I, I'LL, I'LL JUST MENTION AT THE END THAT AGAIN, WE ARE CURRENTLY IN THE MIDDLE OF OUR ANNUAL AUDIT PROCESS. WE HAVE AN INDEPENDENT AUDITOR COME IN AND OPEN THE BOOKS AND LOOK AT OUR PROCESSES AND MAKE SURE WE'RE DOING EVERYTHING THE RIGHT WAY.
