IT'S WITH MY, IT'S MY HONOR TO PRESENT TO YOU FOR DECEMBER'S HONORARY COUNCIL PERSON MADELINE BRACKEN.

MADELINE MOVED TO WAXAHATCHEE WITH HER HUSBAND AND THREE CHILDREN IN 2023, AND WASTED NO TIME GETTING INVOLVED IN THE COMMUNITY.

SHE BECAME THE CHAIR OF KEEP WAXAHATCHEE BEAUTIFUL COMMITTEE.

AND BY THE NEXT YEAR WITH HER HARD WORK AND THE SUPPORT OF AN ENGAGED COMMITTEE EARNED THE 2024 TEXAS PARK AND SERVICES SOCIETY'S NORTH REGION ADVOCATE OF THE YEAR AWARD.

HER EFFORTS WITH KEEP WAXAHATCHEE BEAUTIFUL HAVE INCLUDED HELPING ORGANIZE 12 COMMUNITY CLEANUPS THAT HAVE REMOVED 4,662 POUNDS OF LITTER FROM OUR STREETS AND WATERWAYS THROUGH KEEP WAXAHATCHEE BEAUTIFUL.

SHE APPLIED FOR AND RECEIVED A GRANT FROM KEEP TEXAS BEAUTIFUL TO CREATE A CLEANUP CLOSET THAT STORES LITTER PICKING EQUIPMENT FOR GROUPS AND ORGANIZATIONS USE AT ANY TIME.

MADELINE HAS ORGANIZED CLEANUPS FOR WHITE ROCK LAKE AND DALLAS, AND REMOVED OVER 10,000 POUNDS OF TRASH FROM THE LAKE AND ITS SHORELINES.

IN HER SPARE TIME, MADELINE RUNS AN INFORMAL MINI FREE BACKYARD COMPOSTING PROGRAM, AND WITH THE HELP OF HER NEIGHBORS AND FRIENDS HAS DIVERTED 2,433 POUNDS OF ORGANIC WASTE FROM LANDFILLS.

SHE ALSO ENJOYS PICKING UP LITTER, VOLUNTEERING AT ANIMAL SHELTERS, LEARNING.

SHE HAS AN MBA AND IS A MASTER NATURALIST AND MASTER COMPOSTER, AND TRAVELING WITH HER FAMILY.

SO FOR THE DECEMBER, UH, HONORARY COUNCIL PERSON, I GIVE YOU MADELINE BRACKET.

UM, HERE'S THE, HERE'S THE EXISTING APPROVED SUP UH, SITE PLAN THAT WAS APPROVED LAST YEAR.

UM, AS YOU CAN SEE, UH, YOU HAD A FIRE LANE THAT WENT AROUND THE ENTIRE SITE, UH, EXXON AND MARSHALL AND ON SO ON.

UM, ADDITIONALLY THERE WAS LANDSCAPING ON THE INSIDE OF THE FENCE RIGHT HERE.

UM, WITH THIS, THEY ALSO PROPOSE, UM, FIRE LANES COMING DOWN.

UH, THIS SITE DID MEET ALL FIRE CODE REQUIREMENTS.

UM, THERE IS AN EXISTING STRUCTURE ON THE SITE.

UH, THE EXISTING STRUCTURE, UM, CURRENTLY DOES MEET OUR, OUR FIRE STANDARDS, UM, UH, PER THE PREVIOUS, WHEN IT WAS ORIGINALLY ADOPTED

UM, THERE'S QUITE A FEW THINGS THAT THEY WERE REQUESTING, BUT WORK, THEY WORKED WITH STAFF.

UM, WE, WE'VE GONE BACK AND FORTH WITH 'EM.

THEY WORKED WITH THE FIRE MARSHAL.

UM, ORIGINALLY THEY WERE PROPOSING THIS ALL TO BE ASPHALT.

THEY HAVE NOW REQUESTED THAT TO BE CONCRETE TO MEET OUR CODE REQUIREMENTS, UH, THAT THE FIRE LINE WILL BE, UM, CONCRETE.

SO THE ORIGINAL REQUEST HAD ABOUT SIX DIFFERENT, ABOUT SIX TO EIGHT DIFFERENT, UH, VARIANCES.

UM, NOW THEY ARE REQUESTING ONLY TWO VARIANCES.

AND I'LL GO AHEAD AND EXPLAIN WHAT THOSE TWO VARIANCES ARE.

UH, ONE VARIANCE WAS THE INSIDE OF THE DEVELOPMENT WHERE THESE, UH, LAND WHERE THE LANDSCAPING WAS PROPOSED FOR THE INSIDE OF THE FENCE.

UH, THEY WANTED TO GO AHEAD AND REMOVE THAT.

THEY DIDN'T FIND THERE WOULD BE ANY BENEFIT.

IT WOULD BE DIFFICULT TO SEE ANY OF THE LANDSCAPING.

UM, WHEN THIS WENT BEFORE PLANE ZONING, COMMISSION, PLANE ZONING COMMISSION ALSO AGREED THAT THEY WERE FINE WITH THAT LANDSCAPING THAT WAS INSIDE THE INTERIOR LOT TO BE REMOVED.

UH, ONE OF THE ISSUES WITH HAVING THAT LANDSCAPING WITH HEAVY MACHINERY, EVERYTHING THAT WAS GOING ON, IT WOULD BE HARD TO KEEP THOSE, KEEP THAT LANDSCAPING ALIVE.

UM, AND IT WOULD, THEY WOULD JUST BE CONTINUOUSLY REPLANTING IT, UH, DUE TO THE MACHINERY AND EVERYTHING ELSE THAT WAS GOING ON INSIDE THE SITE.

THE OTHER VARIANCE WOULD BE TO REMOVE OR CHANGE WOULD BE TO REMOVE THIS CONCRETE, UM, DRIVE RIGHT HERE AROUND THE EXISTING STRUCTURE.

WHEN THIS WENT BEFORE THE PLAN ZONING COMMISSION, UH, THE PLAN ZONING COMMISSION DID RECOMMEND DENIAL.

UM, WE DID RECEIVE ONE LETTER OF OPPOSITION AND I CAN ANSWER ANY QUESTIONS AT THIS TIME.

AND, UM, THAT'S WHEN I ASKED LORI, IS THERE, COULD WE POSSIBLY ADD A COUPLE MORE, UH, HERE, YOU KNOW, TO, YOU KNOW, TO TAKE SOME OF THE, THE WORK, UH, THAT NEEDS TO BE DONE.

AND, UH, WE CAN CERTAINLY DISCUSS THAT COUNCIL, UH, IF Y'ALL HAVE SOME, UH, FURTHER INSIGHT, UM, FEEL FREE.

I WOULD SAY THEY NEED SEVEN AS WELL, BECAUSE A LOT OF THESE BOARDS AND COMMISSIONS, AS YOU WELL KNOW, WE'RE HAVING A HARD TIME GETTING THE, THE QUORUM JUST 'CAUSE OF PEOPLE'S PERSONAL WORKLOADS.
