UH, IT DOES REQUIRE THE OWNER TO COME THROUGH PRIOR TO DEVELOPMENT TO RECEIVE APPROVAL OF A SITE PLAN FOR THE PROPERTY FROM THE PLANNING AND ZONING COMMISSION AND CITY COUNCIL.
