AND, UM, HE'S NEAR AND DEAR TO MY HEART BECAUSE I ACTUALLY HAD THE PLEASURE AND THE HONOR OF SUPERVISING HIM FOR SOME YEARS, UH, BEFORE RETIRING FROM THE POLICE DEPARTMENT MYSELF IN 2016.

UM, OFFICER TAYLOR'S A SPECIAL OFFICER.

UM, WE HAVE SO MANY PROFESSIONAL POLICE OFFICERS ON THE FORCE HERE, AND JAMES TAYLOR'S ONE OF 'EM.

UM, A LITTLE BIT ABOUT JAMES.

HE'S BEEN WITH THE POLICE DEPARTMENT, UH, OVER 16 YEARS.

AND IN, UM, 2008, HE, UH, FOUGHT A FIERCE BATTLE OF TESTICULAR CAN CANCER, UH, WHICH HE WAS ABLE TO BEAT.

AND, UH, SINCE THAT TIME, HE'S MADE IT A MISSION, UH, TO NOT ONLY, UH, COORDINATE, UH, FUNDRAISERS, UH, BUT ALSO TO TO DONATE BLOOD AND, UH, DO EVERYTHING THAT HE CAN TO GIVE BACK TO THOSE THAT ARE STILL FIGHTING THE FIGHT.

AND, UH, I HAD A REPORT TODAY

AND SO WE HAVE A BRIEF PRESENTATION TO REVIEW ALL THE TECHNICAL ELEMENTS, BUT MORE IMPORTANTLY, DISCUSS SOME OF THE POLICY AND PROCEDURAL ELEMENTS THAT YOU MAY WANT TO GO FORWARD WITH TONIGHT.

SO, UH, WHY ARE WE HERE? CHAPTER 3, 9 5.

THE TEXAS LOCAL GOVERNMENT CODE REGULATES THE REQUIREMENTS THAT BOTH THE TECHNICAL AND THE ADMINISTRATIVE REQUIREMENTS SET FORTH FOR THE UPDATE OF IMPACT FEE PROGRAMS. YOU ALL HAVE HAD AN IMPACT FEE PROGRAM FOR WATER WASTEWATER SINCE 2001 AND THE ROAD COMPONENTS SINCE 2007.

IT ALSO REGULATES THE ADMINISTRATIVE REQUIREMENTS THAT ARE NECESSARY BY WAY OF RESOLUTIONS, CALLING FOR THIS PUBLIC HEARING, AVAILABILITY OF REPORTS, THE NO NOTICING IN THE NEWSPAPER, THE CAPITAL IMPROVEMENTS ADVISORY COMMITTEE, AND THEIR RECOMMENDATION.

ALL THOSE ELEMENTS HAVE BEEN PREPARED, UH, AND MET, UH, FOR THIS UPDATE.

FOR THOSE THAT ARE NEW TO IMPACT FEES, IMPACT FEE IS A ONE-TIME CHARGE AGAINST NEW DEVELOPMENT FOR THE IMPACT PUT ON INFRASTRUCTURE, SPECIFICALLY ROADS, WATER, AND WASTEWATER.

THE LARGER THE DEVELOPMENT, THE LARGER THE IMPACT ON THE INFRASTRUCTURE, THE LARGER THE FEE, UH, THE, UH, POLICY HAS BASICALLY BEEN IN PLACE SINCE THE EARLY TWO THOUSANDS THAT NEW GROWTH SHOULD SHARE IN THE COST OF INFRASTRUCTURE.

WHAT'S BEFORE YOU IS, IS A RECOMMENDATION ON WHAT PERCENTAGE OF THAT SHARE SHOULD YOU NEW, UH, SHOULD NEW DEVELOPMENT, UH, BEAR BY WAY OF IMPACT FEES.

THEY CAN PAY FOR, UH, ALL THE COSTS OF PUTTING NEW APARTMENTS ON THE GROUND.

BASICALLY, WE'RE TALKING ABOUT NEW CAPACITY TYPE PROJECTS.

ROAD WIDENINGS, NEW ROADWAYS ONLY NEW CAPACITY THAT'S

GONNA BE BROUGHT, UH, TO THE TOWN.

UM, ANYTHING IS ASSOCIATED WITH OPERATIONS AND MAINTENANCE.

THAT'S TYPICALLY SOMETHING ELSE.

SO MONIES COLLECTED THROUGH AN PROGRAM GOES TO PAY FOR SPECIFIC PROJECTS ON A SPECIFIC IMPACT VCIP.

AND THOSE ARE SPECIFICALLY BANK ACCOUNTS FOR THOSE PROJECTS.

AND, UM, IMPLEMENTATION THROUGH THAT PROGRAM.

BY WAY OF THE PROCESS, WE'LL, WE'LL GO THROUGH THE LAND USE ASSUMPTIONS, THE ASSOCIATED CAPITAL IMPROVEMENTS PLANS, AND THEN ULTIMATELY THE REPORT THAT HAS ALL THE DOCUMENTATION, THE TECHNICAL DOCUMENTATION THAT YOU ALL HAVE HAD, UH, AND HAS BEEN AVAILABLE SINCE JULY 2ND, UH, TO THE PUBLIC.

AS MENTIONED EARLIER, UH, THERE WAS A CAPITAL IMPROVEMENTS ADVISORY COMMITTEE INVOLVED AS PART OF THIS PROCESS.

UH, THEY WERE YOUR PLANNING AND ZONING COMMISSION PLUS ONE ADDITIONAL MEMBER FROM YOUR ETJ.

UH, THEY PROVIDED INPUT AND COMMENT TO THE LAND USE ASSUMPTIONS, TO THE CAPITAL IMPROVEMENTS PLAN, AND ULTIMATELY MADE A RECOMMENDATION.

THAT'S PART OF THE LETTER THAT'S IN YOUR PACKET, UH, THIS EVENING BY WAY OF THE LUA, THIS IS A FORECAST OF HOW WE SEE GROWTH OCCURRING OVER THE NEXT 10 YEARS.

THIS IS SPECIFICALLY 2025 THROUGH 2035.

IT FORMS THE BASIS FOR THE NUMBER OF SERVICE UNITS ANTICIPATED TO OCCUR AS A RESULT OF NEW GROWTH BECOMES THE DENOMINATOR AND THE COST PER SERVICE UNIT CALCULATION.

A LOT OF TECHNICAL WORK WENT INTO THE DEVELOPMENT OF IT.

ONE KEY WRINKLE THAT WAS PART OF THIS PROGRAMMATIC UPDATE WAS, UH, THE CONSOLIDATION OF A FEW OF THE ROADWAY SERVICE AREAS, UH, CONSOL, UH, SERVICE AREAS PREVIOUSLY.

THREE AND FOUR WERE CONSOLIDATED, UH, INTO, UH, I'M SORRY, FOUR AND FIVE WERE CONSOLIDATED INTO SERVICE AREA FOUR AND SIX AND, UH, SEVEN WERE CONSOLIDATED INTO SERVICE.

AREA FIVE.

THE LAND USE ASSUMPTIONS ARE PREDICATED ON THESE SERVICE AREAS.

ROADS HAS MULTIPLE BECAUSE BY LAW YOU CAN'T HAVE SERVICE AREAS GREATER THAN SIX MILES.

THIS, THIS STRUCTURE HAS GENERALLY BEEN IN PLACE SINCE THE IMPLEMENTATION OF THE PROGRAM BACK IN OH SEVEN.

THE WATER AND THE WASTEWATER WERE REFINED TO REALLY ALIGN WITH YOUR CITY LIMITS.

THE, THE, THE KIND OF THE THOUGHT IN TERMS OF GROWTH PROCESS WAS THAT WE'RE GONNA TRY TO GROW INWARD, UH, FULFILLING THE INFRASTRUCTURE NEEDS WITHIN THE CITY LIMITS AND NOT EXTEND OURSELVES BEYOND, UH, TOO, TOO MUCH IN THE, IN THE, UH, CCN OR YOUR ETJ.

A LOT OF ANALYSIS WENT INTO THE GROWTH PROJECTIONS.

LOOKING AT HISTORIC REVIEW OF HOW ANNUALLY WAXAHATCHEE HAS BEEN GROWING.

WE LOOKED AT BUILDING PERMIT DATA.

WE LOOKED AT AVAILABILITY OF LAND, THE, THE POTENTIAL FOR DEVELOPMENT AND WHERE THE LIKELIHOOD OF WHERE THAT WAS GOING TO OCCUR.

UH, FROM A 10 YEAR FORECAST PERSPECTIVE.

UH, THE, YOU'RE CURRENTLY SITTING AT ABOUT 50,900 ANTICIPATING TO GROW BY ABOUT 24,000 PERSONS OVER THE 10 YEAR WINDOW TO A POPULATION OF 75,000 IN 2035.

THIS, THIS GOT A TABLE HERE.

THAT'S ALSO PART OF THE REPORT BREAKS DOWN THE, THE ROAD, THE, THE POPULATION BY THE ROADWAY COMPONENTS, WATER WASTEWATER.

IT'S ALL ROLLED UP INTO THE CITY LIMITS.

THE ROADS ALIGNS WITH YOUR CITY LIMITS.

SO THIS IS THE BREAKDOWN OF FORECASTED GROWTH BY SERVICE AREA.

WE WENT THROUGH A SIMILAR ANALYSIS FOR NON-RESIDENTIAL GROWTH.

THE REASON WE GO THROUGH THAT DETAIL IS BECAUSE TRAFFIC GENERATES A LITTLE DIFFERENTLY FOR OFFICE COMMERCIAL RETAIL THAN IT DOES FOR FOR RESIDENTIAL.

SO A SIMILAR ANALYSIS WAS UNDERTAKEN OF LIKELY DEVELOPMENT TO ANTICIPATED TO OCCUR OVER THE 10 YEAR WINDOW.

THE SHADED AREAS THERE, UH, THROUGHOUT THE CITY ARE KNOWN AND ANTICIPATED DEVELOPMENTS THAT ARE WILL OCCUR OVER THE 10 YEAR WINDOW.

UH, THE RESULT WAS, UH, EMPLOYMENT, UH, THAT'S ANTICIPATED TO GROW BY ABOUT 10,500 FROM A CURRENT EMPLOYMENT BASE OF 34,000 TO ABOUT 45,000 BY YEAR 2035.

ONE OF THEIR GOALS IN DESIGNING THIS AND CREATING THIS, UH, PROJECT THAT MET THE DEVELOPMENT AGREEMENT REQUIREMENTS WAS THEY WANTED TO

UM, SOME OF THOSE REQUIREMENTS WERE TO PROVIDE RESTAURANTS, A MARKET AREA AND SOME SORT OF ENTERTAINMENT.

AND THEY'RE ACHIEVING ALL THOSE REQUIREMENTS.

AND THEY ARE PROPOSING AN ADDITION OF 5,100 SQUARE FOOT COVER PAVILION PROPOSED ON THE EAST SIDE OF THE BUILDING.

UM, WITH THIS AS WELL AS PART OF IT, THE OUTDOOR AREA WILL BE DESIGNED TO BE ABLE TO HOLD, UM, OUTDOOR EVENTS, OUTDOOR DINING FOR THE FOOD, UH, FOR THE FOOD HALL WHEN THEY WERE DESIGNING THE, UH, EXTERIOR OF THE STRUCTURE THAT LOOKS FOR WAYS TO BE ABLE TO PRESERVE THE FACADE OF THE BUILDING.

UM, THEY ARE CHANGING IN THE COLOR OF THE STUCCO TO BE MORE OF A EARTH TONE COLOR AND DIM IT DOWN A LITTLE BIT TO ENHANCE THE ARCHITECTURAL ELEMENTS, UH, THAT EXIST THERE FOR A WHILE NOW.

UM, IN INTERIOR, UM, ONCE AGAIN, THERE'LL BE RESTAURANTS.
